| In recent years,the state has vigorously promoted the planning and layout of science and technology business incubators.However,with the rapid development of incubators,our understanding of them is still relatively shallow.Therefore,in order to speed up the development of incubators in China,we must carry out indepth discussion on them.This article is based on the main line of "Indicator system construction-Efficiency evaluation-Influencing factors discussion-Efficiency improvement" to expand the discussion:(1)In the aspect of indicator system construction,this thesis takes science and technology business incubators in 30 provinces,cities and autonomous regions of China as the research object,and according to the input-output data from 2013 to 2020,divides the operation of science and technology business incubators into two stages: resource introduction and business incubation,and establishes a two-stage evaluation indicator system for the operation efficiency of science and technology business incubators.(2)In terms of efficiency evaluation,this thesis has established a shared two-stage DEA efficiency evaluation model,conducted a horizontal and vertical efficiency evaluation of 30 provincial incubator industries in China,and used the VRS twostage DEA model to further explore the reasons for the inefficiency of comprehensive efficiency in terms of technology and management.(3)On the discussion of influencing factors,this thesis establishes an evaluation index system of influencing factors from six aspects: economic level,openness,labor level,innovation ability,scientific research investment,and industrial scale,and uses the panel Tobit model to explore the differences of influencing factors in the process of resource introduction and business incubation of science and technology business incubators.(4)In terms of efficiency improvement,this thesis first expounds the research conclusions,and puts forward countermeasures and suggestions for various problems highlighted in the efficiency evaluation of China’s science and technology business incubators and key factors affecting the operation efficiency of science and technology business incubators.The main conclusions of this thesis are as follows:(1)The overall operating efficiency of China’s science and technology business incubators is not high,and there is still 30%-40% development space from the effective DMU.The overall efficiency showed a trend of increasing first and then decreasing in 2015-2020.(2)From the perspective of pure technology efficiency,the pure technology efficiency of China’s science and technology business incubators is generally above the medium level.From the perspective of scale efficiency,the overall scale,the scale of resource introduction and the scale of business incubation are relatively reasonable.After the scale factor is eliminated,the efficiency of science and technology business incubation in most provinces and cities has improved.(3)On the whole,most provinces and cities have higher efficiency in the resource introduction stage than in the enterprise incubation stage,indicating that China now pays more attention to the resource introduction than the achievement transformation.(4)During the resource introduction stage from 2016 to 2020,the efficiency of technology business incubators was significantly affected by the trade environment,scientific research investment,education level and industrial scale.At the stage of business incubation,education level and industrial scale play a significant positive role. |
