Agriculture is the foundation of the country.It can not only promote the growth of the national economy but also provide material security for the people’s life.Therefore,China attaches great importance to agricultural development.Since 2004,China has issued the No.1Central Document for 20 consecutive years to guide agricultural development.With the continuous advancement of the work of "agriculture,rural areas and farmers",the mode of agricultural development has gradually changed from extensive to intensive,and how to improve agricultural production efficiency has become the direction of agricultural development in the future.The Yellow River Basin is an important agricultural production base in China,and its agricultural development is of great significance for ensuring national food security and the supply of all kinds of agricultural products.In recent years,the state has attached great importance to the development of the Yellow River Basin,elevating ecological protection and high-quality development of the Yellow River Basin into a national strategy.The high quality development of agriculture is the core content of the high quality development of the Yellow River Basin.Therefore,the study of agricultural production efficiency in the Yellow River Basin is of great significance to the high quality development of agriculture.In view of this,this paper selects the agricultural related data of the statistical yearbook of nine provinces and regions of the Yellow River Basin from 2002 to 2021,uses the BCC model in the DEA model and the Malmquist index method to calculate the agricultural production efficiency and total factor productivity of the nine provinces and regions of the Yellow River Basin,and analyzes and evaluates according to the calculated results.On this basis,the tobit model was used to explore the main factors affecting agricultural production efficiency in the Yellow River Basin from eight aspects,such as effective irrigation rate,traffic level,agricultural technology level and agricultural financial expenditure.The main conclusions are as follows:(1)From 2002 to 2021,the agricultural production efficiency of the Yellow River Basin showed an increasing trend,with the efficiency value ranging from 0.737 to 0.928.Taking2018 as the cut-off point,the overall level of agricultural production efficiency was not high before 2018,but after 2018,the value of agricultural production efficiency exceeded 0.9 and reached the high efficiency level.The further decomposition of agricultural production efficiency in the Yellow River Basin shows that agricultural production efficiency is mainly affected by scale efficiency.(2)From 2002 to 2021,the agricultural productivity of the provinces in the Yellow River Basin was always higher in Shandong,Inner Mongolia and Qinghai,while it was always lower in Gansu and Shanxi.Shandong,Inner Mongolia and Sichuan had the highest average agricultural production efficiency,all of which reached 1,while Gansu had the lowest efficiency,which was only 0.552.(3)From 2002 to 2021,the agricultural total factor productivity in the Yellow River Basin showed an overall growth trend,with an average growth rate of 11.2%,and the agricultural total factor productivity in 2003-2004 had the fastest growth rate,with an increase of 21.7%.The slowest growth was in 2008-2009,when growth was 4.6 percent.From the decomposition index,the growth of total factor productivity in the Yellow River Basin is mainly due to technological progress.(4)Six factors,such as effective irrigation rate,transportation convenience,education level,agricultural technology level,agricultural financial expenditure and opening-up degree,all affected the agricultural production efficiency in the Yellow River Basin to varying degrees.Among them,effective irrigation rate,transportation convenience,opening to the outside world,agricultural technology level and education level were positively correlated with the agricultural production efficiency in the Yellow River Basin.The level of financial support to agriculture is negatively correlated with the agricultural production efficiency in the Yellow River Basin,which is the limiting factor.Based on the above conclusions,countermeasures and suggestions were put forward from five aspects: optimizing the structure of financial support for agriculture,developing the international agricultural market,improving the level of opening to the outside world,strengthening the cultivation of high-quality agricultural talents,accelerating the innovation of agricultural science and technology,promoting the progress of agricultural technology and strengthening the construction of agricultural infrastructure,in order to provide theoretical reference for the improvement of agricultural production efficiency in the Yellow River Basin. |
