| With the development of China ’s agricultural and rural modernization,the integration of rural three industries has become an important starting point for solving the problems of agriculture,rural areas and farmers.The main goal of the integrated development of rural three industries is to transform and improve the rural industrial structure and change the agricultural development model.The integration of rural three industries is a key step in implementing the strategy of rural revitalization and building a modern agricultural system.It is of great significance to promote rural economic development and urban-rural integration.Jinhua City is a city with rich agricultural resources.In recent years,Jinhua City has actively implemented effective measures to promote the integration of rural three industries.Various counties and districts have tried various integration models according to local conditions and achieved obvious results.Wuyi County and Yiwu City were successfully included in the list of national rural industrial integration development demonstration parks,and there were 14 provincial demonstration parks.Overall,Jinhua City has developed well in the integration of rural three industries.Firstly,by analyzing the background and development significance of the integration of rural three industries,this paper summarizes the research results of domestic and foreign scholars,understands the main direction and content of the current research on the integration of rural three industries,and defines the integration of rural three industries,agricultural industry chain and agricultural industrialization.The concept provides a theoretical basis for later analysis.Secondly,the research analyzes the realistic basis of the integration of rural three industries in Jinhua,and emphasizes the expansion of the scope of the main integration subjects,the benign development of the industry and the diversification of the integration mode.Thirdly,according to the theory,policy and research of the integration of rural three industries,according to the principles of objectivity,data availability and hierarchy,select appropriate evaluation indicators to evaluate the integration of rural three industries.The evaluation index is selected from the four dimensions of agricultural industry chain extension,multi-functional play,economic benefit and social benefit,and the comprehensive evaluation index system is constructed.Finally,using AHP,the weight of the index is determined by expert evaluation,and then the index data is weighted and summed.The development of rural three-industry integration in Jinhua City is compared in three aspects : horizontal comparison with other prefecture-level cities in Zhejiang Province,2016-2020 vertical comparison,and comparison between counties and districts in Jinhua City.The results show that in 2020,the level of rural three-industry integration in Jinhua City,a prefecture-level city in Zhejiang Province,is at a high level,with the most obvious economic benefits,but the level of social benefits is low;from 2016 to 2020,the overall level of rural tertiary industry integration in Jinhua City decreased,and the industrial chain extension chain,multi-energy play,and economic benefits fluctuated;among the eight districts and counties of Jinhua City in 2020,Yongkang,Pujiang and Pan ’an ranked the top three in terms of overall level evaluation.From the spatial distribution of the integration level of districts and counties in Jinhua City,most districts and counties in Jinhua City failed to reach a relatively high level of integration.The development of rural tertiary industry integration in Jinhua City is uneven,and the level of rural tertiary industry integration in the northern and southeastern regions is higher than that in the central and southern regions.The reasons for the empirical results are analyzed,and the following problems are found : the extension of agricultural industry chain in Jinhua is insufficient;the multi-functional expansion of agriculture is insufficient;the interest connection mechanism of agricultural integration subject is not perfect;the policy implementation of the integrated development of rural three industries is different;insufficient utilization of local characteristics and advantages.After analyzing the basis and development status of the integration of rural three industries in six typical cases at home and abroad,based on the experience of fully extending the agricultural industrial chain,effectively exerting agricultural versatility and improving the interest linkage mechanism,Jinhua City proposed to develop the integration of rural three industries.Extend the internal and external industrial chains of agriculture,increase the development of agricultural versatility,improve the interest linkage mechanism,and strengthen the basic support for industrial integration. |
