Research On The Level Evaluation And Development Trend Of The Integration Of Primary,Secondary And Tertiary Industries In Yan’an Under The Background Of Rural Revitalization

The proposal of rural revitalization strategy provides a new idea for rural development and points out the direction for rural industry development.The integration of the primary,secondary and tertiary industries in rural areas is an important way to increase agricultural efficiency,increase farmers’ income and improve rural beauty.It is also an inevitable requirement for rural revitalization and agricultural and rural modernization.In recent years,Yan ’an City has carried out active exploration around the national guidance policy on the integration of rural industries.But at present,there are no exact answers about the level of the integration of the primary,secondary and tertiary industries in Yan ’an City,what problems exist and what aspects need to be planned for guidance.Therefore,it is of great significance to evaluate the level of the integration of the primary,secondary and tertiary industries in Yan ’an City.By reading domestic and foreign literature,this paper summarizes the concepts and theoretical basis of the integration of rural primary,secondary and tertiary industries,analyzes the current situation and existing problems of rural industrial integration in Yan’an city combined with relevant statistical data,constructs the evaluation index system of the integration level of rural primary,secondary and tertiary industries in Yan ’an city according to the relevant studies of predecessors and the actual development of agricultural industry in Yan ’an City.Then,entropy method and coupling coordination degree model are used to measure and analyze the development level and effect of rural industry integration in Yan ’an city,and grey prediction model is used to predict and analyze the development trend of rural industry integration in Yan ’an City,and countermeasures and suggestions are put forward according to the existing problems of industrial integration development.The main research contents and conclusions are as follows:(1)From the perspective of industrial integration development status,with the implementation of various policies and the promotion of work,the integration development of the primary,secondary and tertiary industries in rural Yan ’an has achieved remarkable results,which are mainly manifested as: the expansion of the integration subject,the gradual improvement of the interest linkage mechanism,and the significant improvement of the integration benefits;However,while achieving good development results,there are still some problems in the integrated development of the primary,secondary and tertiary industries in Yan ’an,such as weak driving ability of the main body of the integrated management,insufficient supply of development factors,lack of effective development of multiple functions,weak infrastructure and imperfect management system.(2)From the perspective of industrial integration development level,in terms of time series,the comprehensive evaluation score of the integrated development level of the primary,secondary and tertiary industries in rural Yan ’an increased from 0.1593 in 2012 to0.8434 in 2021,indicating a steady improvement of industrial integration level and a good development trend,indicating that the integration development of rural industries in Yan ’an has achieved remarkable results.From the perspective of integration process and integration benefit,the average annual growth rate of integration development benefit is28.80%,higher than the average annual growth rate of integration development process of17.31%.From the perspective of the five sub-systems of industrial integration,the average annual growth rate is the agricultural industrial chain extension subsystem,which has an average annual growth rate of 48.43%,and the average annual growth rate is the agricultural multifunctional expansion subsystem,which has the slowest annual growth rate.Annual growth rate of 4.90%;In terms of spatial sequence,Baota District,Luochuan County,Ansai District,Fuxian County and Huangling County will rank among the top five districts and counties in terms of industrial integration development level in Yan ’an in 2021.On the whole,remarkable results have been achieved in industrial integration development,but the level of integration development varies greatly among districts and counties.(3)From the perspective of coupling coordination degree of industrial integration development,the coupling coordination degree of the integrated development of primary,secondary and tertiary industries in rural Yan ’an city increased from serious imbalance in2012(0.1706)to good coordination state in 2021(0.8326),showing a trend of fluctuation and rising development on the whole.From the perspective of fusion process,the coupling coordination degree of its sub-systems increased from moderately regulated state in 2012(0.2436)to well-coordinated state in 2021(0.8244),with an average annual growth of14.50%.From the perspective of fusion benefit,The coupling coordination degree of its sub-systems increased from the severely unbalanced state in 2012(0.1000)to the well-coordinated state in 2021(0.8866),with an average annual growth rate of 27.44%,which is greater than that of the integration process.It shows that the economic and social benefits of the integrated development of the primary,secondary and tertiary industries in Yan ’an present a higher level of coupling and coordinated development.(4)From the trend of industrial integration,the integrated development of the primary,secondary and tertiary industries in rural Yan ’an will continue to maintain a good development trend.It is expected that by 2024,its development index will reach 0.9910,showing a higher level of integrated development.In view of the problems existing in the industrial integration development,this paper expounds the countermeasures and suggestions to promote the integrated development of the primary,secondary and tertiary industries in rural Yan ’an from six aspects: opening up the path of agricultural integration development,enhancing the driving ability of agricultural management subjects,improving the supply of elements of integrated development,strengthening the construction of rural infrastructure,improving the relevant system guarantee,and strengthening the east-west pairing cooperation.In order to provide theoretical basis for the integrated development of the first,second and third industries in Yan ’an countryside.
