| Promoting the integration of rural primary,secondary and tertiary industries has become an important supporting policy for the development of "agriculture,rural areas and farmers" in China.The integrated development of rural industry helps to realize the transformation and upgrading of rural industrial structure and change the mode of agricultural development.It is an important means for the implementation of Rural Revitalization Strategy and the construction of agricultural modernization system.It is of great significance to promote the development of rural economy,promote the integration of urban and rural areas and win the comprehensive well-off society.Chongqing is a city that integrates big mountain area,big countryside and big city.It has strong typicality and representativeness in the development of agriculture and countryside.In recent years,Chongqing has actively formulated policy guidance and financial support policies in rural industrial integration,and various districts and counties have explored the diversified integration mode in combination with local reality,and achieved corresponding results.Nanchuan District,Hechuan District,Wansheng economic and Technological Development Zone and Jiangjin district have become the leading areas of industrial integration.Tongnan,Yongchuan,Wanzhou and Liangping have been selected as the demonstration parks of rural industrial integration.On the whole,there are many bright spots in some regions and some fields of Chongqing's rural industrial integration development,but there are still many problems,and the industrial integration development is still in the primary stage.First of all,this paper combs the theory of the integration development of rural primary,secondary and tertiary industries.By analyzing the background and significance of the integration of rural industries,this paper combs and summarizesthe current research results of scholars at home and abroad,and grasps the main angle and dynamic trend of the research on this issue.Combined with the theoretical research basis and related concept discrimination of industrial integration,industrial chain and agricultural multi-function,this paper defines the concept of rural primary,secondary and tertiary industry integration from a comprehensive perspective,providing theoretical analysis basis and support for later research.Then it analyzes the policy environment,rural industrial basis,market implementation basis of rural industrial integration in Chongqing,as well as the status quo of the expansion of the main scale,the enhancement of industrial vitality and the diversity of integration modes of rural primary,secondary and tertiary industries in Chongqing.Next,combined with the theoretical basis,relevant policy requirements and existing research of Rural three industry integration,according to the principles of objectivity and hierarchy,the paper selects the evaluation indicators of rural industry integration,and determines four secondary indicators of agricultural industry chain extension,multi-functional play,economic benefits and social benefits,namely,the number of farmers' cooperatives,agricultural commodity rate and agricultural output value of million yuan The ratio of the output value of product processing industry to the total output value of agriculture and other three-level rating indicators.Then use AHP to establish the weight of the index system and form a complete evaluation index system.By using the evaluation index system,this paper makes an empirical analysis of the integration development level of rural industries in Chongqing,and makes a horizontal comparison with the selected two economically developed cities of Beijing and Zhejiang,Shandong,a major agricultural province,and Chongqing's neighboring provinces and cities of Hunan,Hubei and Sichuan.Meanwhile,it makes a vertical comparison between 2014 and 2018,as well as a comparison between the integration level of rural industries in each district and county.It is concluded that in,the level of rural industrial integration in Chongqing was at the highest level among the selected cities,with the most obvious economic benefits,but the level of industrial chain extension was relatively low;from 2014 to 2018,the level of integrated development was generally on the rise,the growth trend of agricultural multi-function was obvious,and the economic benefits were on the decline.In 2016,among the districts andcounties in the city,the trend of industrial chain extension and social benefit level is concentrated in the main urban area,while the districts and counties in Wuling Mountain Area in Southeast Chongqing are relatively significant in economic benefit,while the overall economic benefit of the main urban area ranks lower,and there is no obvious regional aggregation feature in the overall integration level.Based on the analysis of the empirical results,it is found that the development of agricultural products processing industry in Chongqing and the cultivation of the main body of rural industry integration are insufficient;the leisure cultural function of agriculture needs to be further expanded;the interest connection mechanism of rural industry integration is not perfect,and the promotion of farmers' income is not enough.Then select three typical cases of Xintai City,Shandong Province,Taizhou district,Tianshui City,Gansu Province,and Neijiang City,Sichuan Province,to summarize and analyze,and extract the experience that the integration development of rural primary,secondary and tertiary industries needs to deeply tap the agricultural potential,strengthen the cultivation of industrial integration subjects,and improve the interest connection.Finally,the paper summarizes the previous research and puts forward some suggestions for the integration development of rural industry in Chongqing,such as complete agricultural industry chain,expanding agricultural multi-function,strengthening the cultivation of integration subjects,strengthening policy support and so on. |
