| During China’s economic transformation,the domestic and international environment that commercial banks are facing is undergoing significant changes,with the recurrence of the epidemic,the pressure of economic development,and the turbulent international and domestic situation,a lot of complicated and changeable internal and external environment make the pressure of commercial bank’s business risk management and compliance risk management increase obviously,which also poses a severe challenge to the development of commercial bank and the stability of financial market.At present,"Shift and shift" is the main theme of China’s economic development.Under the background of economic development in the new era,opportunities and challenges coexist,and accelerate the reform of financial markets,increase the participation of private capital,accelerate the pace of internationalization.However,at the same time,the systemic risks of commercial banks are also increasing,especially in the situation of stricter regulation in recent years,where huge fines are common and problems in the operation of commercial banks occur from time to time,this brings great negative influence to the profit growth and healthy development of commercial banks.Under the current situation,commercial banks should strengthen internal control and compliance management,deal with risks reasonably,integrate management tools,further improve the level of internal control and compliance management,and ensure the healthy development of commercial banks.On the basis of referring to the related literature of internal control,risk management and compliance management system at home and abroad,this paper takes risk management theory,fraud triangle theory and enterprise life cycle theory as the guidance,taking Sasac’s "Opinions on strengthening the construction and supervision of the internal control system of central enterprises","Measures for the compliance management of Central Enterprises(draft for public consultation)" and fifteen development plan as the policy background,taking a commercial bank L in H province as an example,this paper discusses and analyzes the problems of the"Three-in-one" management and control system of commercial banks.Through on-the-spot investigation and study of L Bank for several months,and consulting with the internal staff of L Bank,we understand the current development situation of L Bank and the construction situation of the enterprise,this paper sums up the present situation of l-bank’s "Three-in-one"management and control system and analyzes the existing problems,and puts forward corresponding solutions.At the same time,on the basis of the case analysis,from the superficial to the profound,from the point to the surface,the author creatively summarizes and puts forward the guarantee measures of perfecting the "Three-in-one" management and control system of the commercial banks,which will promote the stable and healthy development of the commercial banks,it is of great significance to thoroughly implement relevant policies,further optimize the internal control system of banks,strengthen the construction of compliance system,and improve the overall level of risk management,at the same time,it is of practical significance for commercial banks to play a better role in the process of national economic development. |
