Abstract/Summary:
The 14th Five Year Plan and the Outline of Vision Goals for 2035 put forward that it is necessary to accelerate the construction of a Dual circulation with domestic circulation as the main body and domestic and international double circulation promoting each other;We must adhere to the implementation of broader,broader,and deeper opening-up to the outside world.As an important part of China’s opening up to the outside world,achieving high-quality development of manufacturing industry is an important "starting point" to promote China’s supply side reform,drive China’s industrial transformation and upgrading,promote China’s industrial digitalization process,and accelerate the construction of a Dual circulation;It is also an important "fulcrum" for China to continuously expand its opening-up,participate in international division of labor in an orderly manner,and continuously enhance the position of our manufacturing industry in the global value chain.The core of achieving high-quality development of manufacturing exports lies in promoting the transformation and upgrading of the manufacturing export structure.At the same time,guided by the new development concept of innovation driven development in China,it is an inevitable choice to continue promoting the upgrading of China’s manufacturing export structure and the process of innovation driven development.As an important mechanism and institutional arrangement for driving and ensuring the development of technological innovation,intellectual property protection has become an important research topic on how to leverage the role of intellectual property protection mechanisms to promote the upgrading of China’s manufacturing export structure.This article finds through theoretical research that the improvement of intellectual property protection has a direct impact on the upgrading of China’s manufacturing export structure;At the same time,improving the level of intellectual property protection can also effectively enhance the level of technological innovation,and indirectly affect the upgrading of China’s manufacturing export structure through the intermediary variable of technological innovation level.At the same time,this conclusion only stays at the theoretical analysis level.To what extent does the improvement of intellectual property protection level affect the structural upgrading of China’s manufacturing industry?To what extent does it promote the improvement of technological innovation level?And to what extent does it indirectly affect the upgrading of China’s manufacturing export structure through the improvement of technological innovation level?Is there a spatial spillover effect of the level of intellectual property protection on the upgrading of China’s manufacturing export structure?These questions require further empirical testing to answer.This paper collects the manufacturing export data of 31 provinces and municipalities(directly under the Central Government,autonomous regions)in China from 2002 to 2019,constructs the measurement indicators of China’s manufacturing export structure upgrading index,and constructs provincial governor Panel data for empirical testing.In terms of empirical methods,the Generalized Least Squares Estimation Model(FGLS)is used to empirically test the impact of intellectual property protection level on the export upgrading of China’s manufacturing industry.Empirical research has found that:(1)the level of intellectual property protection has a "non-linear" impact on the upgrading of China’s manufacturing export structure,and there is heterogeneity in categories.The level of intellectual property protection has a U-shaped impact on the upgrading of labor-intensive and technology-intensive export structures,and an inverted U-shaped impact on the upgrading of capital intensive export structures.(2)The "non-linear" impact of intellectual property protection on the upgrading of China’s manufacturing export structure is characterized by regional heterogeneity.That is,the level of intellectual property protection has a U-shaped impact on the upgrading of laborintensive manufacturing export structure in provinces in the eastern and central regions of China,while there is no impact on the upgrading of labor-intensive manufacturing export structure in provinces in the western region;There is an inverted U-shaped and U-shaped relationship between the upgrading of the export structure of capital and technology intensive manufacturing industries in the eastern,central,and western provinces of China.But overall,the impact relationship is relatively weak.(3)The improvement of intellectual property protection level can effectively promote the improvement of technological innovation level,and suppress the upgrading of China’s labor-intensive export structure through the improvement of technological innovation level,promote the upgrading of capital intensive export structure and technology intensive manufacturing export structure,and thus affect the upgrading of China’s manufacturing export structure.But overall,the Mesomeric effect is weak.(4)The level of intellectual property protection has a spatial spillover effect on the upgrading of China’s manufacturing export structure.The improvement of intellectual property protection in this region not only affects the upgrading of the export structure of the local manufacturing industry,but also forms a positive spillover effect on other regions,thereby affecting the upgrading of the export structure of the manufacturing industry in other regions.(5)The improvement of intellectual property protection level in this region can effectively promote the improvement of technological innovation level in other regions,and indirectly affect the upgrading of manufacturing export structure in other regions.Based on this,this study proposes targeted suggestions from both the government and enterprise levels to better enhance the level of intellectual property protection and promote the upgrading of China’s manufacturing export structure.
