Research On The Prevention And Control Of The Risk Of Returning To Poverty In Tailai County,Heilongjiang Province

At the end of 2020,China achieved a complete victory in poverty alleviation,completely eliminating absolute poverty,demonstrating the effectiveness of poverty alleviation under the socialist system with Chinese characteristics to the world.Poverty is not a temporary concept,and the elimination of absolute poverty does not mean that the problem of poverty has permanently disappeared.In the future,we will enter a stage of relative poverty governance for a longer period of time.In 2022,the Central Document No.1 clearly stated that we should "firmly safeguard the two bottom lines of ensuring national food security and preventing largescale poverty return".Preventing poverty-stricken households from returning to poverty has become an important issue for consolidating the achievements of poverty alleviation.Therefore,multiple measures should be taken to prevent and control the risk of poverty return and consolidate the foundation of poverty alleviation.This is an important measure to achieve longterm stable poverty alleviation and a key step forward in promoting rural revitalization.This study draws extensively on the basic materials and research results of poverty alleviation and related fields of scholars in various related fields,and uses the A-F method to measure the current multidimensional poverty return risks in Tailai County from a multidimensional poverty perspective based on actual research in Tailai County.Based on the measurement results,combined with survey questionnaire and interview methods,this study points out the current poverty return risks in Tailai County and proposes countermeasures for poverty return risk prevention and control.The study found that: firstly,the per capita income of rural residents in Tailai County is not high,and the multidimensional poverty return rate of poverty alleviation households is high,among which the health indicator has the highest contribution rate to multidimensional poverty return,and there is still a high risk of returning to poverty due to illness among poverty alleviation households.Secondly,based on the measurement results and actual research,there are currently risks of poverty return due to illness(old age),income(labor),education,ability,and policy in Tailai County.Thirdly,it is suggested that we can start with five aspects: improving health levels,increasing income and labor reserves of poverty alleviation households,improving education levels,strengthening poverty alleviation dynamic energy,and improving the accuracy of poverty return monitoring,to respond to the risks of poverty return caused by illness(labor),income(labor),education,ability,and policy.By guaranteeing the health of key populations,improving the medical and health level of towns,and improving the medical insurance system,we can respond to the risks of returning to poverty caused by illness(labor).By vigorously developing characteristic industry poverty alleviation,creating employment through multiple channels,and reserving labor force in multiple ways,we can respond to the risks of poverty return caused by income(labor).By improving the education infrastructure,strengthening education assistance through multiple channels,and breaking old customs and habits,we can respond to the risks of poverty return caused by education.By stimulating the endogenous motivation of poverty alleviation households and improving their information acquisition capabilities,we can respond to the risks of poverty return caused by ability.By improving the poverty return monitoring mechanism and implementing household-based policies,we can respond to the risks of poverty return caused by policies.This paper hopes to provide a strong basis for the prevention and control of poverty return risks in Tailai County in the future,raise the attention of relevant departments,and provide new references and ideas for the revitalization and development of China’s socialist new countryside.
