Study On The Design Of Homestead Exit Compensation Policy Scheme And Farmer’s Choice Preference

The paid withdrawal of rural homestead is an important part of the rural homestead system reform,and it is the key to coordinate the contradiction between the idle waste of homestead and the shortage of urban land supply.Based on previous scholars’ research results and related theories,this paper focuses on the design of rural homestead exit compensation policies and farmers’ compensation preferences,and explores effective and reasonable rural homestead exit compensation policies that can meet the internal demands of farmers from the perspective of farmers’ endogenous,with a view to providing references for the formulation of homestead exit compensation policies around the country.In view of this,this study combined the theory of policy instruments and the theory of farmer behavior to design the rural homestead exit compensation policy,innovatively selected the selection experiment method to create A hypothetical selection experiment environment for farmers in Shanghai A district,and comprehensively revealed the real preference of farmers for the attributes of rural homestead exit compensation policy and the sources of heterogeneity of preference.Measure the monetization value of non-monetary compensation policy attributes of homestead exit compensation policy scheme.The results show that farmers in A district of Shanghai have a high willingness to participate in homestead withdrawal,and farmers tend to the economic and social security dual compensation policy scheme.The general preference of farmers for the attributes of compensation policy is urban resettlement housing ticket(urban resettlement housing,co-ownership housing,shops),key primary/junior high school enrollment quota,monetary compensation,preferential employment placement,homestead ownership.Due to differences in individual and family characteristics and location of homestead,farmers’preference for exit compensation policy is heterogeneous.Compared with farmers in the suburbs,farmers in the outer suburbs expect to receive higher monetization value of rural homestead.The above results show that farmers in District A of Shanghai have strong homestead withdrawal intention,strong acceptance of diversified compensation attributes and combined homestead withdrawal compensation policies and schemes,and high participation enthusiasm.Homestead is the main production and living assets of farmers,and farmers pay more attention to the function of homestead for living security.Farmers have different demands for compensation policies,so it is necessary to formulate a rural homestead exit compensation combination policy plan according to local conditions,so as to eliminate farmers’ concerns about future livelihood.Based on the research findings and conclusions of this paper,the author believes that different characteristics and regional farmers’ compensation policy preferences should be distinguished to provide targeted compensation,meet the multidimensional compensation needs of farmers,and encourage farmers to participate in rural homestead withdrawal.Revitalize the stock of housing and increase the effective supply of housing for urban resettlement;Strengthen the publicity of capitalized compensation attributes,enhance the policy acceptance of farmers,expand farmers’ income sources.
