The Yangtze River Economic Belt is one of the strategically important comprehensive economic development zones in China.In promoting the Yangtze River Economic Belt for better development,we should not only pursue economic benefits,but also take into account the long-term interests of the Chinese nation,not only to promote the steady and positive economic development of the Yangtze River Economic Belt,but also to implement regional ecological protection,so as to achieve comprehensive green transformation and high-quality economic development at an early date.Unlike traditional innovation,green innovation is a quality indicator of innovation development that integrates economic and environmental benefits,and will assume a more important role in China’s path to green transformation and high-quality economic development.At the same time,with the increasingly close connection between different industries,the degree of industrial agglomeration has been increasing.The Yangtze River Economic Zone has become one of the earliest industrial agglomerations in China by virtue of its location,with an early start,rapid development and high degree of industrial agglomeration.Promoting the mutual integration and coordinated development of industries in the Yangtze River Economic Zone can maximize the advantages of industrial agglomeration,improve the quality of industrial agglomeration in the Yangtze River Economic Zone,enhance the level of green development and reduce the negative external problems brought by agglomeration.How to give full play to the positive impact of the synergistic agglomeration of manufacturing and productive service industries in the Yangtze River Economic Zone on green innovation to enhance regional green innovation capacity and promote green economic transformation has become a current issue worthy of attention.At the same time,environmental regulation becomes an important tool to promote green transformation,and its role on green innovation is very important.Based on the above background,this paper will take the Yangtze River Economic Zone as the research object,analyze the direct effect of the level of synergistic agglomeration of manufacturing and productive service industries on green innovation and the effect of synergistic agglomeration of the two industries on green innovation under the threshold of environmental regulation,and put forward relevant policy suggestions for the coordinated industrial development and green transformation of the Yangtze River Economic Zone based on the research results.The research results at home and abroad are reviewed,and the direct influence mechanism of manufacturing-productive service synergistic agglomeration on regional green innovation is discussed from the theoretical aspect.Further,the environmental regulation threshold effect of two-industry synergistic agglomeration on green innovation is analyzed to clarify the relationship between the three.This paper empirically analyzes the effect of manufacturing-productive service synergistic agglomeration on green innovation efficiency using data from 105 prefecture-level cities in the Yangtze River Economic Zone from 2008-2019.The SBM-DEA model considering non-expected output is used to measure the green innovation efficiency value of the Yangtze River Economic Belt,and the manufacturing-productive services synergistic agglomeration index is calculated using location entropy,while the current situation of green innovation efficiency and manufacturing-productive services synergistic agglomeration level of the Yangtze River Economic Belt is analyzed,and it is concluded that the green innovation efficiency of the Yangtze River Economic Belt shows a fluctuating trend in general,and the green innovation The efficiency level of green innovation in the Yangtze River Economic Zone is fluctuating and varies greatly among different regions.The level of manufacturing-productive service synergistic agglomeration in the Yangtze River Economic Zone has a small variation,while the level of synergistic agglomeration in different regions also varies somewhat.In the empirical study,a two-way fixed-effects model was established as the benchmark regression model to test the linear relationship between manufacturing-productive service synergistic agglomeration and green innovation efficiency,and it was found that the effect of synergistic agglomeration on green innovation efficiency was significantly positive in both industries.The Yangtze River economic belt is divided into upstream,middle and downstream regions for heterogeneity analysis to explain the different impacts of two-industry synergistic agglomeration on green innovation in different regions.Then,population size and population density in 1990 are used as instrumental variables to alleviate the potential endogenous problem of the model,and the two-stage least squares regression results verify that the impact of two-industry synergistic agglomeration on green innovation efficiency in the Yangtze River Economic Zone is positively promoted.Finally,a panel threshold model is constructed to test the nonlinear relationship between two-industry co-integration and green innovation efficiency under environmental regulations.The results show that environmental regulations play a threshold role in the effect of two-industry co-integration on green innovation efficiency in the Yangtze River Economic Zone,and the effect of two-industry co-integration on green innovation efficiency changes from negative to positive and gradually increases with the increase of environmental regulations in a positive U-shape.Based on the above theoretical analysis and empirical research,this paper draws the following conclusions:(1)The synergistic agglomeration of manufacturing and producer services has two mechanisms of positive and negative effects on regional green innovation;(2)The green innovation efficiency value of the Yangtze River Economic Belt generally increased in the fluctuation,and the level of green innovation efficiency of different regions was significantly different.The synergistic agglomeration degree of manufacturing and producer services in the Yangtze River Economic Belt was basically stable with a small change range;(3)The synergistic agglomeration of manufacturing and producer services in the Yangtze River Economic Belt has a significant promoting effect on the green innovation efficiency,and there is a significant positive correlation between the two.At the same time,the per capita GDP,the degree of opening up,government intervention,R&D investment and other factors will have an impact on the green innovation efficiency.(4)Environmental regulation plays a threshold role in the influence of manufacturing-producer services collaborative agglomeration on green innovation efficiency.According to the research conclusions,this paper draws the following policy recommendations:(1)Governments at all levels should optimize the industrial layout of the Yangtze River Economic Belt,improve the infrastructure construction in the agglomeration area,improve the agglomeration quality of manufacturing and producer services,and promote the collaborative agglomeration level of the two industries to further improve;(2)Governments at all levels should fully consider the heterogeneity of different regions when formulating industrial policies,and formulate more reasonable differentiated industrial strategies according to the characteristics of regional industrial agglomeration and economic development;(3)Governments at all levels should pay attention to other factors affecting green innovation in the Yangtze River Economic Belt,improve the level of opening to the outside world,guide the rational development of regional economic structure,and increase regional R&D investment;Governments at all levels should formulate reasonable environmental regulation intensity,and pay attention to the adaptation of environmental regulation to the actual development of the region.
