It has become a widely recognized idea in major developed financial districts to contain money laundering in the complicated global financial environment.In order to improve the domestic financial environment,China has constantly increased its attention to the harm of money laundering crimes.In recent years,The State Council has incorporated the anti money laundering work into the important plan,vigorously promoted the implementation and management of the anti money laundering law of the People’s Republic of China,and the implementation of anti money laundering work has been improved in stages,regulatory investigation and monitoring analysis has reached a new level.Meanwhile,sequent rectification and improvement of the problems pointed out in the FATF Mutual Evaluation Report are also proceeding orderly.The people’s Bank of China,China Banking Regulatory Commission,China Securities Regulatory Commission and other regulatory bodies have successively issued anti money laundering requirements,written out huge-sum tickets frequently and implemented increasingly strict anti-money laundering and anti-terrorist financing supervision.As a local financial institution,Q City Commercial Bank in the face of increasingly severe domestic and foreign situations.In the existing anti money laundering internal control system,the regulatory authorities should track the anti money laundering management measures in real time to reduce the occurrence of high-risk customers and ensure the bank’s profits,money laundering risks as well as compliance risks and effectively maintain its sound and stable development.Starting with the definition of money laundering,taking the major commercial banks in Q city as the research subject,and based on the relevant theories of internal control and anti money laundering,this paper investigates and studies the anti money laundering,which shows that there are a series of problems in the implementation of anti money laundering,which include irrational management structure and staffing,inadequate construction of internal control management culture,ineffective implementation of client identification system,obstructed internal information communication,flawed intelligence analysis model,and ineffective internal supervision mechanism.In view of these problems,the following optimizing strategies are further proposed.First,the structure of the anti-money laundering organization and the responsibilities of the management department should be optimized,an independent anti-money laundering business department should be established,and the responsibilities of anti-money laundering offices at all levels should be improved.Second,it is necessary to develop comprehensive cultural consciousness of money laundering risk management to integrate the anti-money laundering culture into the corporate culture.Third,employees should be given further anti-money laundering education to build a professional anti-money laundering team,and an anti-money laundering staff qualification and post standardization training system should be established to conduct differentiated anti-money laundering training for all employees.Fourth,there is a need to establish a long-term mechanism to carry out self-evaluation of the money laundering risk of the institution on a regular basis.Fifth,it is necessary to establish a risk evaluation system to evaluate and score the money laundering risk of existing business and carry out hierarchical management according to the level of money laundering risk.Sixth,an enterprise-level client information integration system should be built to integrate client information acquisition channels and achieve effective identification.Seventh,it is necessary to improve the system monitoring analysis model to improve the report quality.Eighth,there is a need to build an internal and external communication and cooperation mechanism and Establish a big data technology platform and create an efficient basic information exchange mode of anti money laundering.Ninth,continuously optimize the anti money laundering assessment,reward and punishment mechanism to enhance the anti money laundering enthusiasm of employees.
