A Case Study On The Cultivation Of Social Enterprises By Administration For Market Regulation Of Chengdu

The report of the 18 th CPC National Congress proposed that we should strive to innovate the concept of development and solve development problems.The fourth Plenary Session of the 19 th CPC Central Committee also proposed that the construction of social governance community is one of the key points of national governance.In order to encourage multiple social forces to participate in social governance and solve social problems,social enterprise,as an emerging force,has shown a breakthrough growth trend in China.It has become a new force and important subject of social governance in China.But,the growth of China’s social enterprises is still in the embryonic stage.As an important part of the ecological chain of social enterprises,the government of very few areas has issued policies and regulations related to social enterprises.There are no relevant laws,regulations and policy texts related to social enterprise at the national level,which limits the development of social enterprises.The study selects the cultivation of social enterprises by Administration For Market Regulation Of Chengdu as a case.Firstly,the author refers to the research results of social enterprises at home and abroad,forms a literature review through collection,sorting and analysis,defines social organizations and social enterprises.Secondly,participates in CSECC platform for research,uses case analysis and empirical research methods,and designs the analysis framework based on the Synergetics Theory and the New Public Service Theory.The study describes the era background and development process of social enterprises in Chengdu,as well as the main practices and cultivation results of cultivating social enterprises.It focuses on the analysis and discussion about the innovation mode of cultivating social enterprises in Chengdu.Meanwhile,it summarizes a set of practical theories and working methods for the cultivation of social enterprises,and puts forward some optimization suggestions for the cultivation of social enterprises.By analyzing the cultivation of social enterprises by Administration For Market Regulation Of Chengdu,this paper draws the following three points of enlightenment.First,on the existing basis,the government from the local to national levels should clarify the concept and orientation of social enterprises,pay attention to the reform and innovation of social governance system,and explore the management mechanism for the development of social enterprises.Second,the government should create a favorable environment and strengthen the self-innovation capability of social enterprises,as well as build a social enterprise ecosystem with the participation of multiple subjects,including government departments,research institutions,social enterprises and the public.Third,the government should improve the credit constraint mechanism,strengthen credit supervision of social enterprises,and cultivate a group of social enterprises with a certain scale,social influence and industrial radiation by stage and gradient.Social enterprise is an important carrier of community service,community party building,community commerce and community economy.The support system for effective participation of social enterprises in social governance should be gradually established,and “Chengdu model of social enterprise development” will be constructed.
