| The food industry in our country is developing rapidly and the variety of food it produces and processes is numerous and dazzling in recent years.The safety of food production and processing also affects the hearts of hundreds of millions of people.At this stage,a food production licensing system is conducted in our country.The on-site inspection is the most critical link in food production license.Whether the food production license can be completed in a fair,just,high-quality and time-efficient manner is not only the wish of food production enterprises,but also a test of whether the supervision department of the market can meet the expectations and new demands of the people for food safety.There is even more urgent need for protecting people’s "safety on the tip of the tongue" for the supervision department of the market.This paper adopts the methods of on-the-spot investigation,case study,literature study and comparative study to carry out the research and bases on the theory of law-based administration,the theory of process reengineering and the theory of information asymmetry.Base on the on-site inspection of food production license in Deyang City,the study explores the problems and difficulties in the on-site inspection work,finds out the deep-seated reasons behind the problems and puts forward optimization countermeasures and suggestions in light of the actual situation.This paper takes the on-site inspection of food production license in Deyang City as the research object,starts from its current status and finds that it has played an important role and has achieved obvious results through interviews and field investigations.However,there are also some subtle deficiencies and common problems which are mainly in the following aspects.In terms of systems and standards,the verification process is cumbersome,the verification standards are single,and the detailed rules and catalogues are sparse.In terms of work institutions,review methods of work institutions are limited,the attractiveness of inspection post is not strong and the professional quality of staff is insufficient.In terms of food enterprises,key responsibilities of enterprises are weak,relevant corporate rules and regulations are lack and corporate response to verification is a mere formality.In terms of supporting measures and mechanisms,supply of supporting systems and mechanisms is insufficient,attention to information construction is insufficient and construction of a co-governance system is incomplete.Base on the above-mentioned problems and analysis of the causes,this paper believes that the inspection system and standards should be improved first and the main measures include refining the key points and difficulties of on-site inspection,implementing the classification and differentiated licensing system and strengthen the frequency of revision of institutional standards.Secondly,strengthen the construction of inspection work institutions and the main measures include clarifying job responsibilities and qualification thresholds,establishing a systematic and comprehensive training system and exploring the mechanism for professional development of inspectors.Thirdly,strengthen the main responsibility status of enterprises and the main measures include paying attention to the publicity and education of enterprise employees,implementing the supervision of enterprise rules and regulations and strengthening the supervision and management of enterprise certification.Finally,implement the construction of supporting measures for the verification work and the main measures include improving the supervision mechanism of the verification work,attaching importance to the extensive use of information technology and strengthening the construction of a social co-governance system. |
