Research On Industrialization Strategy Of Scientific And Technological Achievements Of B Institute Based On DOE Operation Mode

The world today is experiencing a great change unprecedented in a century,and developed countries such as the United States and the West have elevated science and technology innovation to the level of national strategy,actively planning the layout of high precision science and technology industry,and striving to seize the high ground of new technology industry development.Science and technology innovation power system increasingly becomes the engine of sustainable economic and social development,how to strengthen the role of industrialization of scientific and technological achievements bridge,and constantly coordinate to promote scientific and technological innovation and industrial development transformation and upgrading,is of great significance.B Research Institute is one of the first comprehensive Class A research and design units in China,which was restructured into a technology-based enterprise and joined ZGJC Group in 2000 and established as a core enterprise in KS Technology Group in Beijing in2014.As the central applied research institute of KS Technology Group,industrialization as the main goal of scientific research and development,exploring the sustainable development of industrialization of scientific and technological achievements of the converted research institute is an important issue facing B Research Institute,and a strategic need to strive to build into a global first-class glass new materials research institute.In this paper,through reading the literature,the concept of industrialization of scientific and technological achievements is defined,its characteristics and motives are summarized,and the theory of DOE operation mode of industrialization of scientific and technological achievements is outlined in three stages: decision-making management mode,project organization and operation mechanism,and performance evaluation management system.We obtained sufficient data through questionnaire research,summarized and analyzed the current problems of industrialization of scientific and technological achievements in the research institute B,and demonstrated the role of decision management,organization and operation mechanism,and performance evaluation in the process of industrialization of scientific and technological achievements,and then constructed a specific strategy for industrialization of scientific and technological achievements in the research institute B based on DOE operation model.The paper also proposes measures to guarantee the implementation of industrialization of scientific and technological achievements in B research institute.Based on the theory of DOE operation model,this paper proposes the optimization and improvement plan for the industrialization of scientific and technological achievements in B research institute from three aspects: decision management mechanism,organization mechanism and performance evaluation mechanism.In terms of decision-making management mechanism,to address the problems that the level of professionalism in decision-making needs to be improved and the measures to mobilize the enthusiasm of talents for the transformation of achievements are not strong enough,the chief scientist decision-making mechanism is improved by enhancing the level of professionalism in decision-making of major research projects and establishing a personal growth mechanism for scientific personnel.In terms of organization mechanism,in view of the problems of low marketization,insufficient depth of cooperation between industry,university and research institutes and single source of financing,the organization mechanism of industrialization of scientific and technological achievements is innovated in three aspects: pulling scientific research projects by market demand,establishing innovative mechanism of cooperation between industry,university and research institutes and innovating multi-channel project financing;in terms of performance evaluation mechanism,in view of the problems of imperfect evaluation system of industrialization projects and incentive mechanism to be improved,the performance evaluation mechanism is optimized in two aspects: establishing scientific evaluation index system of industrialization and improving incentive mechanism.In terms of performance evaluation mechanism,in response to the problems of imperfect evaluation system and incentive mechanism for industrialization projects,we will optimize the performance evaluation mechanism by establishing scientific industrialization evaluation index system and improving incentive mechanism.
