Research On The Transformation Model Of Scientific And Technological Achievements Of New-Type R&D Institution In Anhui Province

Since the innovation-driven development strategy was put forward,science and technology innovation slowly become the main driving force of economic development.The key to implementing this strategy is to promote the transformation of scientific and technological innovation achievements.With its own advantages,the new type R&D institution can effectively integrate scientific and technological innovation with transformation,and become a powerful starting point for implementing this strategy.In this context,in order to further improve the level of transformation work and promote the innovation drive development,it is necessary to conduct research on the transformation mode of scientific and technological achievements of the new type R&D institution,analyze problems and propose countermeasures.The thesis takes the first batch of new type R&D institution in Anhui Province as the research object,and carries out the research with its scientific and technological achievements transformation model as the core issue.On the basis of the analysis of the status quo of the transformation model of scientific and technological achievements of new type R&D institution in Anhui Province,the paper concludes that the transformation mode of scientific and technological achievements is actually closely related to the transformation system of scientific and technological achievements,that's mean any transformation mode is actually involve the whole or part of the operation system.Based on this,the thesis selects four subsystems of supply,demand,guarantee and intermediary of the transformation operation system of scientific and technological achievements,and constructs an evaluation index system for the transformation model of scientific and technological achievements of new type R&D institutions in Anhui Province.By using the Delphi method,comprehensive utilization Analytic Hierarchy Process(AHP)and Fuzzy Comprehensive Evaluation(FCE)have carried out empirical research.The study found that the overall performance of the scientific and technological achievements transformation mode operation system of the new type R&D institution in Anhui Province is generally.The school-enterprise cooperation transformation model is the best among all models,followed by the self-implementation model;the intellectual property price-share model is ranked third,while the public technology service platform model got the lowest score.Lacks of targeting of the safeguard system,the disconnection between the supply and demand systems and the low service capacity of the intermediary system has led to this result.Finally,by comparing and analyzing the typical models of scientific and technological achievements at home and abroad,the thesis has obtained the enlightenment of the transformation of scientific and technological achievements for Anhui Province.According to the analysis of the above reasons,the optimization strategies for improving the transformation mode of scientific and technological achievements of new type R&D institution in Anhui Province are proposed from the four levels of supply,demand,security and intermediary system.
