In his report to the 19 th CPC National Congress,President Xi Jinping,general secretary of the CPC Central Committee,stressed that "innovation is the primary driving force for development and the strategic support for building a modern economic system" and "promoting the transformation of scientific and technological(S&T)achievements",which points out the direction for accelerating innovation-driven development.In today’s world,realizing the importance of national innovation strategy,developed countries and areas such as the European Union,the United States and Japan are actively laying out or seizing the commanding heights of industrial development.With vigorous development of the new round of S&T revolution,science and technology have increasingly become a decisive force for economic and social development,making S&T innovation become the strategic support for improving social productivity and the overall national strength of a country.As a bridge between the S&T innovation source and the development of modern industry,the industrialization of scientific and technological achievements(ISTA)is a bond which binds the transformation of science and technology and real productive forces and a key link to improve national innovation ability,which is of important strategic significance for promoting technological progress,realizing the industrial transformation and upgrading,and enhancing quality of economic development.In recent years,because of the vigorous implementation of the innovation-driven development strategy,China has made brilliant achievements in major S&T innovations.A large number of S&T achievements with high autonomy,innovation and practicability have been developed.China ranks in the forefront of the world in terms of he intensity of R&D investment,the quantity of human resources in science and technology and the total amount of innovation achievements,which is commensurate with China’s status as the second largest economy in the world.However,compared with western developed countries,there are relatively few key technological achievements with independent intellectual property rights;fewer achievements can be transformed in time;the percentage of achievements to fill international gaps and cultivate key products is low;and the industrial development is at the middle or low level of global value chain on the whole.The fundamental reason for this gap lies in the weak ability of independent innovation and the inadequate ability of ISTA.Therefore,promoting ISTA is not only the realistic need to solve the disconnection between science and technology and industrial development,but also the objective requirement of building an innovation-oriented country.Having done a lot of research on the ISTA,scholars at home and abroad achieved rich research results,but failed to reveal the inherent mechanism of ISTA.So,it is of great theoretical and practical significance to study the inherent mechanism of ISTA.On the basis of reviewing academic literature,the paper applies the theories of technological innovation,factors coupling and system dynamics,and combines quantitative analysis with qualitative analysis.The main influencing factors of ISTA in China are summarized and extracted,namely principal factor,knowledge factor,management factor,environmental factor,operation mechanism,cooperation mode and interactive behavior.And then a large number of first-hand data are obtained through the questionnaire,and the empirical research on the relationship between the influencing factors is conducted to reveal the factors coupling mechanism of ISTA in China.The research results will enrich and develop the theoretical methods of ISTA,which is of practical significance to further improve the policy system of ISTA.The research results are as follows:(1).Factors coupling,the basic condition for ISTA,significantly affects the system transformation,the implementation process for ISTA,which then affects the performance output.(2).Management coupling,knowledge coupling,and principal coupling have direct positive influence on the industrialized task performance which is positively regulated by environment coupling.(3).The indirect influence of factors coupling on the industrialized task performance is caused by management coupling,knowledge coupling,principal coupling and environment coupling in sequence from large to small,and the indirect influence of factors coupling on the industrialized capability performance is caused by management coupling,principal coupling,knowledge coupling and environment coupling in sequence from large to small.(4).According to the degree of coupling,cooperation modes can be classified into low-coupling,medium-coupling and high-coupling progressive relations,which correspond to different scope of application.(5).Through the analysis of knowledge management model,we can see that the greater the knowledge coupling degree,the higher the interaction intensity,and the greater the value creation.According to the path of "principal,knowledge,management,environment",the policy system and management countermeasures of ISTA are designed from three levels: governments,enterprises as well as universities and scientific research institutes.(1).Participants of ISTA should play the right roles.The government should act as an organizer by making policies to guide and support ISTA;the enterprise should play the principal role in innovation;and universities and scientific research institutes should not work on their own.Long term cooperation among the participants of ISTA should be encouraged.(2).The level of open sharing of knowledge,data,information and scientific and technological resources should be improved to promote knowledge flow,open sharing and value creation.An environment for the growth of scientific and technological talents should be created,and the deep integration of production,teaching and research should be promoted.(3).The incentive mechanism and evaluation orientation for the transformation of scientific and technological achievements should be improved.The tax relief,equity incentive,financial subsidy guidance,on-the-job entrepreneurship of scientific and technological personnel should be encouraged to stimulate innovation vitality.(4).A high-quality and efficient innovation environment should be created.The institutional mechanism innovation should be strengthened;the public service platform for scientific and technological innovation should be improved for easier technology transfer,achievement transformation,business incubation and entrepreneurship service.The positive interaction between scientific and technological innovation and industrial innovation should be enhanced,and the transformation of scientific and technological achievements and the deep integration of economic and social development should be promoted.This study is a new exploration of the theory of ISTA,a new attempt of knowledge management across organizational boundaries,and a new path to effectively promote ISTA.The innovation of this study mainly includes the following three aspects:First,on the basis of analyzing the influencing factors of ISTA,the factors coupling effect model is constructed,and the effect of the factors of ISTA on the output of the industrialization performance are demonstrated.As the new exploration of the theoretical research on ISTA,with full consideration of the Chinese situation,a scale reflecting the interaction among the three variables of factors coupling,system transformation and performance output is developed,which has passed the reliability and validity test.Second,through the establishment of knowledge coupling model,the paper analyzes knowledge innovation mechanism across organizational boundaries from the perspective of knowledge management,and puts forward the OAIS mode(open,access,innovation and sharing)to effectively promote knowledge transfer,innovation,transformation and application,which is a new attempt of knowledge management across organizational boundaries.Third,based on the mechanistic research of ISTA,the paper designs the path of industrialization in order to solve the problems of low efficiency of ISTA,and puts forward the countermeasures and suggestions from the levels of the governments,enterprises,universities and research institutes respectively,which is a new path to promote ISTA. |
