The industrialization of scientific and technological is not only the power the economical, the social development, but also an important standard to measure the ability of innovation. With the intensification of international competition, countries around the world have developed a variety of policies, to speed the pace of technology out of the lab to complete industrialization, and achieved good results. There are a lot of scientific technological published every year in our country, however due to the late of industrialization, there is a big gap in the rate of industrialization compared with the developed countries, which is an inevitable to arouse the thought for the industrialization of scientific and technological achievements. Therefore, this paper uses the BP neural network model and algorithm to analysis 26provinces level of industrialization. In order to narrow the regional difference through the references of policy recommendations.Firstly, this paper reviews the theory and practice of domestic and foreign scholars on the industrialization and explains the process of industrialization, for the BP neural network Model and the corresponding index system to provide the basis.Secondly, this paper introduces the concept and basis theoretical of the industrialization of scientific and technological. On this basis, compare the effect for the evaluation of scientific and technological achievements into a general method, constructs the industrialization of scientific and technological achievements of the BP neural network evaluation index system. In the construction of the index system, the author studies the consideration of other experts and scholars found, designs the index system in accordance with the industrialization of scientific and technological for the evaluation of the regional, which is of great guiding significance to perfect evaluation system in our country.Thirdly, the author found 30 provinces data based on the evaluation index system and constructs a BP training samples model. Then analysis the industrialization level of Fujian, Hunan, Shanghai and Xinjiang by simulate the training samples model.Last, through the research we found the overall level is not high of our scientific and technological achievements into effect, there are considerable regional differences. The developed areas, cities technology transform is obviously better than the developing areas. Therefore, the author analyses the problems existing in the process of industrialization of achievement of science and technology in China and based on these problems and puts forward relevant policy suggestions, to further enhance the overall efficiency of the industrialization of scientific and technological achievements in China.
