Research On Efficiency Evaluation And Influencing Factors Of Science And Technology Finance In Hebei Province

Introducing financial resources into the field of scientific and technological innovation can promote the integration of science and technology and finance.Hebei Province has optimized environment and promoted the development of scientific and technological finance.The level of scientific and technological finance has been greatly improved.However,compared with other cities,the ranking of Hebei Province is relatively backward.How to improve the efficiency of science and technology finance in Hebei Province has become an urgent problem to be solved.Firstly,this paper combs the relevant research,and defines the concept,composition and characteristics of science and technology finance.Secondly,it analyzes the development status of science and technology finance in Hebei Province.The financial investment in Hebei Province is low,the distribution is uneven,and the science and technology output is insufficient.Then this paper uses DEA to calculate the efficiency of science and technology finance in Hebei Province from 2010 to 2019,and uses Tobit to analyze the factors affecting the efficiency.The conclusions are as follows: first,the efficiency of science and technology finance in Hebei Province is relatively backward.Although the efficiency increases year by year,it is in an invalid state as a whole,and there are deficiencies in the input and output of science and technology finance;Second,the proportion of financial science and technology expenditure in regional financial expenditure and the proportion of enterprise R&D expenditure in regional GDP are correlated with the efficiency of science and technology finance in Hebei Province.The science and technology loans of financial institutions and the full-time equivalent of R&D personnel have a certain impact on the financial efficiency,but the impact is small,The number of high-tech enterprises is negatively related to the efficiency of science and technology finance.Finally,it puts forward relevant suggestions from the three levels of government,market and enterprise.Figure 8,Table 17,Reference 60...
