Shanxi Province has been positioned as the most important energy and heavy chemistry base,coal-based industries form the backbone of the province economy.This means that if we want to promote the shanxi province's integrated informing experimental area construction and reform of the management system of science and technology,the science and technology innovation for low-cartoon utilization of coal-based resources is key point and core area.For management on research fund of coal-based in shanxi province,however,problems related to the systematic coordination degree is low,pertinence is not strong,procedures complicated,etc.Research on the efficiency of financial investment for scientific and technological innovation of coal-based industry is not only the fundamental demands to realize the sustainable development,but also an important guarantee for spending up the development of an innovation system.Aiming at the key proposition of financial support for scientific and technological innovation,relaying on low carbon economy,scientific and technological innovation,and theory of technological finance,based on the current situation and problem of financial support for scientific and technological innovation of coal-based industry low carbon technology in shanxi province,using the methods of super-data envelopment analysis and Malmquist productively index,selecting 15 main coal-producing provinces and area and relevant data of shanxi coal-based seven industries in 2011-2015,from four directions,namely comprehensive innovation efficiency,efficiency of decomposition,scale reward,improved projection,we have intensively developed efficiency of financial investment of three kinds innovation mainactors.The main content include as follow:(1)The paper,taking the coal-based industry for example,illustrates data sources and processing method,it also explains the input-output lagging of technology innovation and the approach to problem.(2)Using the method of super-data envelopment analysis,comparing low carton technology innovation in shanxi province and elsewhere in China based on regional perspective,analyzing the advantage and the shortcomings of technology innovation of coal-based seven industries based on the industry perspective.(3)Using the method of Malmquist productively index,measuring of the scientific and technological innovation efficiency of coal-based seven industries based on timing perspective.The study found:(1)The characteristics of the coal-based research funds in Shanxi are low,the intensity is lagging and the structure is unbalanced,as well as unreasonable allocation of financial funds,low degree of marketization.The enterprise's own capital investment is insufficient,the proportion of basic research is low;the commercial bank credit is lack of support,and the effect of low carbon capital market is small.(2)Comparison of regional static efficiency:The comprehensive innovation efficiency in shanxi is higher than other coal producing provinces and areas,mainly due to higher technical efficiency,appropriate scale efficiency,and increasing returns to scales.Comparative on static efficiency of enterprise: Seven coal-based industries have 26.2% waste funds,scale efficiency of coal-based industry is higher than technical efficiency,which relies heavily on scale rather than technology,the allocation efficiency of government funds and enterprises own funds is low,financial institutions loans can be slightly adjusted.(3)The analysis of dynamic efficiency: The low efficiency of Low carbon scientific and technological innovation of the coal-based seven industries in Shanxi Province,according to their important from high to low are: coal-based material,coking process,coal chemical,coalbed methane,coal production,and coal power.In the case ofdeterioration of comprehensive technical efficiency,total factor productivity can still show a strong upward trend,technological progress plays a leading role.Redundancy of government funds is highest,redundancy of the company's own funds for two consecutive years,financial institutions support is relatively small.The innovation parts:(1)On the research objects,this paper combines coal-based industry,scientific and technological innovation and funding efficiency to discuss efficiency of financial investment for technological innovation of coal-based industry.(2)From the selected indexes,based on theory of three stages of technology innovation,the whole process of value of technological innovation is divided into three parts,namely research and development,achievement transformation,industrialization.Simultaneously,environmental performance is taken into evaluation index system based on low carton perspective so as to realize improvement of index system to access technical innovation efficiency.
