At present,the global shipping market is developing gradually,the port throughput is increasing rapidly and the environmental protection situation is becoming more and more severe.All these problems have put forward higher requirements on the operation efficiency,storage capacity and environmental protection grade of port enterprises.However,the equipment and facilities of some port storage yards in China are nonproductive,the storage capacity is insufficient and the environmental protection grade is low,so they need to be upgraded and transformed urgently.The upgrading and reconstruction project of port storage yard has a series of characteristics,such as high cost investment,many uncertain factors,difficult construction and wide range of disciplines,and the construction process will intersect with the production operation in the port area,which has high risk.In order to reasonably avoid risks,most subcontractors have adopted the EPC general contracting mode.The EPC Contractor should be fully responsible for the whole construction requirements put forward by the owner,and the content and requirements of risk management are broader and higher.Therefore,considering the risk identification and control from the perspective of the general contractor will have important theoretical significance and practical value for the project risk management of the general contractor.In order to achieve the goals mentioned above,this paper makes an in-depth study on the upgrading and reconstruction project of port yard under EPC mode by using the theory of project risk management.Firstly,by consulting the literature,this paper summarizes the risk management research of EPC projects at home and abroad,introduces the relevant theories of risk and risk management,and expounds the risk management process and methods.Secondly,the Delphi method and expert weight model are used to identify the risk factors of port yard upgrading and reconstruction project under EPC mode,form a risk list,and construct a risk assessment index system composed of 5 primary indexes and 20 secondary indexes.Thirdly,the risk assessment model of port yard upgrading project under EPC mode is constructed based on fuzzy analytic hierarchy process.In addition,taking the Caofeidian ore terminal yard upgrading project as an example,the risk assessment index system and risk assessment model are verified.Finally,according to the risk assessment results of Caofeidian ore terminal yard upgrading project,comprehensive and detailed risk response and monitoring measures are put forward.The risk list and risk assessment model,empirical research process and risk response measures of port yard upgrading and reconstruction project under EPC mode can not only enrich the risk management research in the field of port yard upgrading and reconstruction,but also provide a theoretical basis and decision-making basis for managers of similar projects to effectively control risks.Figure 7;Table 27;Reference 62...
