| Supply and marketing cooperatives are cooperative economic organizations led by the Communist Party of China that serve farmers.In July 1922,the Anyuan Road Miners’ Consumption Cooperative founded by the Communist Party of China was the first cooperative founded under the leadership of the Communist Party of China and is of great historical significance.Since the founding of New China,supply and marketing cooperatives have developed strongly and made great contributions to promoting national economic growth,maintaining market stability,and meeting the growing consumer demand of the people.With the transformation of the planned economy to the market economy,the supply and marketing system is facing a fierce competition and rapidly changing market environment,and its thinking mode and management level are extremely unsuitable,thus exposing many problems.Supply and marketing cooperatives began to lose money on a large scale,and a situation of unmanned operation,operating losses,and malaise appeared.In the eyes of many,supply and marketing cooperatives are "crumbling".Since the 18th National Congress of the Communist Party of China,the Party Central Committee has attached great importance to the work of the three rural areas and the role of supply and marketing cooperatives in rural revitalization.Focusing on the requirements of the Party Central Committee for supply and marketing cooperatives to play an important role in agricultural socialization services and rural circulation,they have taken the initiative to plan the reform of supply and marketing cooperatives,adhered to the fundamental purpose of "serving agriculture",smoothed the two-way circulation channel of "agricultural products upward and daily necessities down",and the modern circulation service network has been continuously improved,and has initially formed an agricultural product market network connecting the place of origin to the consumption terminal,playing an active role in ensuring the supply of "vegetable basket",smoothing the domestic circulation,and promoting domestic demand.By reviewing domestic literature,this paper analyzes the nature,functions and roles of supply and marketing cooperatives and the positioning of supply and marketing cooperatives,and explains the significance and content of the comprehensive reform of supply and marketing cooperatives on this basis.Understand the development history of supply and marketing cooperatives and their current role in rural revitalization by reading literature,news,etc.;Through collecting documents and materials related to the work of Taiyuan supply and marketing cooperatives from 2015 to the present,and at the same time,conducting on-site investigations and interviews with grassroots cooperatives,county-level cooperatives and municipal staff of cooperatives,summarizing the practices and achievements of the comprehensive reform of Taiyuan supply and marketing cooperatives,finding out the existing problems in the reform and further excavating the deep-seated causes;By drawing on the experience of the staff interviewed,we propose measures to deepen the comprehensive reform of supply and marketing cooperatives.Through the study,it is found that at present,in the comprehensive reform of supply and marketing cooperatives in Taiyuan City,there are problems such as imperfect governance mechanism,slow reform process of social enterprises,large shortage of cadre talents,weak connection between upper and lower levels,and low operating efficiency of social assets.Only by giving play to the joint efforts of supervision inside and outside the system can we solve the problems in the reform,improve the reform measures,and promote the function of supply and marketing cooperatives in serving agriculture. |
