Social security is a safety net and social stabilizer for people’s wellbeing.It is closely related to people’s happiness and wellbeing and to China’s long-term peace and stability.The report to the 19 th National Congress of the Communist Party of China clearly stated that,in accordance with the requirements of helping those most in need,weaving a tight network,and building institutions,we will fully establish a sustainable,multilevel social security system that covers both urban and rural areas,has clearly defined rights and responsibilities,and provides appropriate social security benefits.The focus of social security system construction in the new era is to build a fairer and more sustainable basic old-age insurance system.In J city,there are a large number of elderly people,the aging speed is deep,and the city has entered the aging society earlier.In addition,the average life expectancy of the population is generally extended,and the social endowment insurance benefits are improved year by year,and other factors,the pension fund payment pressure continues to increase.At the same time,the implementation of various "tax and fee reduction" policies in recent years also caused some pressure on the growth of social security fund income.Although the fund is still big enough to keep going,the pension fund income and expenditure contradiction is prominent,However,the risks associated with the sustainable development of the pension fund in the future,appreciation and preservation,fund will face great challenges in the future.In this paper,combining policy theory with practical work,the endowment insurance fund balance of payments of J city business conditions and supporting capacity forecasting,evaluation,analysis of contradictions in the operation of the fund and its influence factors,and puts forward the countermeasures for the sustainable development level of raise funds Suggestions,to promote the reform of endowment insurance system continued to deepen have certain reference significance.
