Research On The Influence Of Key Industrial Policies On The Export Product Structure Of Chinese Manufacturing Enterprises

Industrial policy is an important way for the central and local governments to participate in economic development,and it is an important driving force for our economy to achieve rapid development.At present,China’s economic growth has shifted to a high-quality development stage.In order to adapt to the requirements of the new stage,our industrial policy has also been transforming into inclusive and functional transformation,accelerating the formation of a policy system of effective coordination between industrial policy and competition policy.The high quality development of trade is the important link of the high quality development of economy.As the important means for the government to coordinate and optimize the allocation of resources,how will the industrial policy affect the high quality development of Chinese trade? Enterprises are micro-subjects of foreign trade.How will industrial policies affect the efficiency of internal resource allocation of enterprises and improve their export competitive advantage? Therefore,based on the perspective of multi-product export enterprises,this paper studies the influence and mechanism of key industrial policies on the structure of export products of enterprises,and explores whether key industrial policies can optimize the efficiency of internal resource allocation of enterprises from the level of micro-heterogeneous products.This paper uses the method of combining theoretical analysis with empirical analysis to carry out the research.Firstly,theoretical analysis is carried out.This paper reviews domestic and foreign literature and reviews relevant researches on industrial policy and product structure.Secondly,it introduces the definition of relevant concepts of industrial policy and export product structure.In the empirical analysis part,this paper uses the data of industrial enterprises and customs from 2001 to 2013,combined with the data of key supporting industries in the "Fifteenth Plan","Eleventh Five-Year Plan" and "Twelfth Five-Year Plan" of each province,to build a regression model to systematically test the role of resource allocation of key industrial policies.According to the research results,this paper finds that:(1)Key industrial policies significantly promote the increase of export product concentration and the expansion of export product range,and optimize the structure of export products.In the industries supported by policies,enterprises will focus more on the production and export of core products with competitive advantages,and the export product types are relatively large,indicating that the key industrial policies can optimize the export product structure and internal resource allocation efficiency of enterprises.(2)Key industrial policies promote the optimization of export product structure of key supported enterprises through the influence mechanism of financing constraint effect and technological innovation effect.(3)The property of enterprise ownership,the type of enterprise trade and the geographical location affect the resource allocation effect of key industrial policies.Specifically,the promotion effect of key industrial policies on the optimization of export product structure of private enterprises and foreign enterprises is stronger than that of state-owned enterprises.The promotion effect on the optimization of export product structure of general trade type enterprises and mixed trade type enterprises is stronger than that of processing trade type enterprises,and the promotion effect on the optimization of export product structure of enterprises of key industrial policies in eastern regions is stronger than that of key industrial policies in central and western regions.(4)In the further analysis,this paper examines the influence of changes in the degree of competition in the domestic market and the degree of competition in the export market on the effectiveness of industrial policies,and finds that in regions with more intense competition,the key industrial policies have a greater promoting effect on the improvement of product concentration and expansion of product scope.The research results of this paper enrich the relevant literature of the implementation effect of key industrial policies,expand the influence of industrial policies on resource allocation and export behavior of enterprises,and provide corresponding suggestions for the implementation of industrial policies.
