Enterprises are the main body of international trade. In recent years,Chinese agricultural and food products enterprises have suffered huge losses and assumed high risks due to substandard pesticide residues in their export products. As one of the most frequently used and widely applicable food safety standards in international trade of agricultural products, the Maximum residue limits(MRLs)of pesticides have an impact on enterprises’ export trade due to raising the quality threshold of exported products and increasing their export costs.Multi product export enterprises are the main body of international trade, and the impact of MRLs standards on multi product enterprises cannot be ignored. Therefore, this article takes Chinese agricultural multi product export enterprises as the research object, and conducts theoretical and empirical research on the impact of Chinese MRLs standards on the quality of export products of Chinese agricultural multi product enterprises. This article draws on the quality measurement method of Khandelwal et al.(2013)and uses the 2008-2016 China Customs Enterprise Export Database to calculate the quality of the export products of China’s agricultural multi-product enterprises. At the same time, reference Li and Beghin(2014)to construct China’s MRLs standard difference index. In the theoretical model section, based on the heterogeneous enterprise model, this article internalizes the quality of export products, constructs a theoretical model of quality heterogeneity trade for multi-product enterprises, and introduces pesticide MRLs standards into the model. It analyzes the impact of MRLs standards on the quality of export products of enterprises,as well as the differences in the impact of MRLs standards on the quality of core and non core products within enterprises, and proposes hypotheses. Finally,an econometric model is established for empirical analysis, and the following conclusions are drawn:Firstly, the upgrading of MRLs standards will promote the quality of export products of Chinese agricultural multi-product enterprises;Secondly, the improvement of MRLs standards has a greater impact on the quality upgrading of non core products within multi product enterprises. That is,MRLs standards can narrow the quality gap between core and non core products within multi product enterprises, and optimize the internal resource allocation of multi product export enterprises; Finally, the impact of MRLs standards on the quality of export products varies among different types of enterprises. In terms of the upgrading range of export product quality,foreign-trade enterprises are higher than production enterprises, while state-owned enterprises are higher than foreign and private enterprises; When the exporting country is a low-income country, the upgrading of MRLs standards will enable enterprises to improve the quality of non core products more.Based on the above research conclusions, this article proposes the following recommendations: First,China should strengthen the construction of the MRLs standard system and improve the standard level.Secondly, policies should promote, guide, and encourage agricultural export enterprises to implement product diversification strategies.Thirdly,Give full play to the technological advantages of state-owned enterprises’ funds, rationally utilize foreign capital, enhance the technological spillovers between state-owned enterprises and foreign-funded enterprises, promote private enterprises to achieve "learning by doing",narrow the quality gap between enterprises with three types of ownership attributes, and enhance the quality competitiveness of China’s agriculture. |
