Since the establishment of the first local government financing platform Shanghai City Investment in 1992,the development of domestic city investment companies has gone through the embryonic period from 1992 to 2008,the high-speed development period from 2008 to 2014,and the rectification period starting from 2014.City investment companies have made outstanding contributions to local government investment and financing,major infrastructure construction,and other aspects in the process of development.Since the 18 th National Congress of the Communist Party of China,China has entered a new stage of development.Only by continuously deepening the reform of state-owned enterprises and establishing a modern enterprise system,can we achieve high-quality development of state-owned enterprises,better serve the national development strategy,play the leading role of state-owned enterprises in economic development,and play a pivotal role in stabilizing the economy.In recent years,with the adjustment of land reserve policies and strict control of local government debts,the supervision of city investment companies and primary land development has become increasingly strict.In the context of deepening the reform of state-owned enterprises,and under the combined impact of the downward trend of the land market,city investment companies and primary land development and operation are facing many difficulties.How to identify the positioning and direction of transformation and development? How to promote the specific implementation of transformation and development? How to dynamically enhance the core competitiveness of enterprises? It has become an important research topic for city investment companies and the transformation and development of primary land development.This article takes the perspective of Kunming JC Company to study the strategic choices of city investment companies and primary land development transformation and development in the context of high-quality development in the new era.Through extensive literature research and comparison of successful experiences in domestic transformation and development,the PEST analysis tool was used to qualitatively analyze the external opportunities and threats,internal strengths and weaknesses of the primary land development of Kunming JC Company.Based on this,the external factor evaluation matrix(EFE matrix),internal factor evaluation matrix(IFE matrix),SWOT strategic analysis tool,and quantitative strategic planning matrix(QSPM matrix)were used for quantitative analysis,And combine relevant theories such as competitive strategy,development strategy,and strategic transformation to select the transformation and development strategy of Kunming JC Company.Based on the strategic analysis results,the transformation and development of Kunming JC Company’s primary land development should take the construction of sustained and stable cash flow as the fundamental starting point and important starting point.Based on the WO strategy and SO strategy,a combination strategy of diversified development strategy and differentiated competition strategy should be adopted,and measures should be taken to ensure organizational structure,human resources,and risk prevention,in order to truly achieve transformation and development.Through the research in this article,it is concluded that the transformation and development of city investment companies and primaryland development need to find their own positioning in the complex internal and external environment,form precise strategic goals,have strong strategic execution ability,and also require strong support from the government.Specifically,we should make full use of our own resources,adopt win-win cooperation,form unique advantages through system innovation,management innovation and service innovation,avoid homogeneous competition,and form a differentiated,diversified and market-oriented development pattern.In the short term,it is necessary to transform the profit model from the primary development of land itself,from project development to project operation,transforming resources into high-quality operational assets or industries,covering the investment in primary development of land through the operation and management income of assets and industries,and constructing a balance between new cash inflows and outflows.In the long term,it is necessary to strengthen and expand the market economy entities to form sustainable operating income,cash flow,and profits,in order to provide funding for local government infrastructure construction and livelihood security,and continue to fulfill the mission and responsibility of city investment companies in building cities.
