Study On The Influence Of Trade Policy Uncertainty On The Quality Of Export Products

Since the reform and opening up,China has realized the rapid development of export trade by relying on the demographic dividend,resources and policy advantages.However,while realizing the substantial growth of export scale,China has also continuously deepened the position of "low-end lock" in the international division of labor.As China enters the new economic era,improving the quality of export products,cultivating new advantages in export competition and realizing the transformation of export from "increasing quantity" to "increasing quality" has become an important issue faced by China in the period of "14th Five-Year Plan".However,since the 2008 financial crisis,the weakening of WTO’s ability to restrict tariffs and a series of "black swan" events such as "European debt crisis" and "Sino-US trade friction" have increasingly strengthened trade protectionism and increased the uncertainty of trade policies between countries.In the context of the rising tide of anti-globalization in the world,the discussion on the influence of trade policy uncertainty on the quality of export products has important research value for promoting the high-quality development of export trade and thus establishing a trade power.Based on the international background of rising trade policy uncertainty among countries after the 2008 financial crisis,this paper studies the impact of trade policy uncertainty on the quality of export products.In order to reduce the pressure burden of export enterprises,China has constantly adjusted the export tax rebate policy,which has shown a strong policy guiding effect and has a direct impact on the quality of export products.Therefore,the article also discusses the effect of the export tax refund policy in this influence process.By analyzing the current situation of trade policy uncertainty,export tax rebate policy and export product quality,it is found that there are some internal relations among them.Based on theoretical analysis of the different effects of trade policy uncertainty and export tax rebate on the quality of export products,through empirical verification,it is found that the increase of trade policy uncertainty will have a significant inhibitory effect on the improvement of export product quality,while the adjustment of export tax rebate policy will play a negative moderating role.And the effect of export tax rebate policy will have a different impact on different levels of economic development and export products with different technologies.Therefore,this paper puts forward relevant policy recommendations: Firmly safeguard the multilateral trade rules system,establish an effective negotiation and issue consultation mechanism;Actively promote the construction of free trade zones,and create a good trade environment;Establish and improve export risk and early warning mechanism,timely disclosure of export destination policy changes and related policy interpretation;Actively explore new markets,promote the diversification of export markets;Stabilize the mechanism for export tax rebates and continue to implement differentiated tax rebates;Deepen reform of the financial system and mechanisms and ease constraints on financing;Enhance our capacity for independent innovation and accelerate the development of high-tech industries.
