Research On Maturity Evaluation Of Digital Transformation Of Operators

In recent years,new information technology has developed rapidly.Cloud computing,the Internet of Things,artificial intelligence,machine learning,etc.have become important features of the industry’s progress and development.Enterprise Digital transformation has become the key to modern social and economic development.On August 21,2020,the State owned Assets Supervision and Administration Commission of the State Council issued the Notice on Accelerating the Digital transformation of State owned Enterprises,which puts forward new requirements for the development of state-owned enterprises,requires accelerating the process of Digital transformation of state-owned enterprises,and establishes new standards for high-quality development.The success or failure of Digital transformation has become the key to the competitiveness of enterprises in the digital economy era.In the context of the development of Digital transformation of enterprises,this paper first carried out a literature analysis,starting with the literature of Digital transformation of enterprises at home and abroad,and collated the literature from three modules: the status quo of Digital transformation,the status quo of Digital transformation maturity evaluation indicators,and the Digital transformation maturity model.Clarify the relevant theoretical basis,and form a research roadmap for the maturity evaluation of operators’ Digital transformation.On the basis of field research,interviews and literature,the maturity evaluation indicators suitable for Digital transformation of operators were constructed.The indicator system includes five key process areas,13 secondary indicators and 30 tertiary evaluation indicators,including strategic management,infrastructure,service level,operation process and organization management.Based on the CMM Capability Maturity Model maturity level construction principles,combined with the results of field research and interviews,the digital maturity of operators is divided into five maturity levels,namely,"initial level","managed level","upgraded level","quantitative management level" and "ecological innovation level",and the development characteristics of enterprises at each level are described and analyzed.Calculate the weight of evaluation system indicators using Analytic Hierarchy Process.Then,it evaluates the maturity of Digital transformation of operators with fuzzy comprehensive evaluation method.Finally,taking China Mobile X Branch as an example,based on the established fuzzy comprehensive evaluation model,internal employees of China Mobile X Branch were selected as the evaluation objects,and relevant data was collected through questionnaires distributed through office OA email.According to the results of comprehensive fuzzy evaluation,the maturity level of Digital transformation of China Mobile X Branch and its current problems are determined,and targeted transformation strategy suggestions are provided.
