Evaluation And Analysis Of High Quality Development Of Agriculture And Rural Areas In Zhejiang Province

At present,the world is accelerating the evolution of no great changes in a century,and our development is in a special period of both opportunities and challenges.The most arduous task in building a modern socialist country in an all-round way is still in the countryside.According to the No.1 document issued by the CPC Central Committee in2023,we must make solving the problems of agriculture,rural areas and farmers the top priority in the whole Party’s work,give priority to the development of agriculture and rural areas,adhere to the integrated development of urban and rural areas,and steadily promote rural development.We will accelerate efforts to build China into an agricultural powerhouse and lay a solid foundation for building a modern socialist country in an all-round way.Guided by the concept of high-quality development and based on in-depth study and research on the evaluation system of high-quality development of agriculture and rural areas,this thesis interprets the government documents related to high-quality development of agriculture and rural areas in Zhejiang Province and the country,and studies the development level of high-quality development of agriculture and rural areas in Zhejiang Province by combining qualitative analysis and quantitative analysis.To provide suggestions for promoting the high quality development of agriculture and rural areas in Zhejiang Province.This study includes the following three parts:First,clarify the research basis of this thesis.First of all,the connotation,evaluation index system,evaluation method,empirical analysis and promotion path related to agricultural and rural high-quality development were read and studied.Secondly,based on the existing research results,the concepts of high-quality development and agricultural and rural high-quality development are defined.Finally,the author expounds Schulz’s transformation of traditional agricultural theory,agricultural modernization theory and sustainable development theory to analyze the relevant theories of high quality development of agriculture and rural areas.Second,the empirical study of the current situation of agricultural and rural development in Zhejiang Province,based on the comprehensive analysis of the current situation of agricultural and rural development in Zhejiang province in the past ten years,the construction of Zhejiang agricultural and rural high-quality development evaluation index system.This index system includes 4 first-level indicators and 18 second-level indicators.Taking agriculture and rural areas in Zhejiang Province from 2011 to 2020 as the research object,the entropy method is used to measure the agricultural green development,rural social benefit,agricultural industrial structure,agricultural quality and benefit of Zhejiang Province,and finally the comprehensive evaluation value of the high-quality development of agriculture and rural areas in Zhejiang Province is obtained.The results show that:(1)At present,the high quality development level of agriculture and rural areas in Zhejiang Province presents an overall upward trend,and its comprehensive evaluation value has experienced a period of decline from 2011 to 2012,a period of flat fluctuation from 2012 to 2016,and a period of rapid increase from 2016 to 2020.(2)The annual growth rate of agricultural exports and the level of agricultural mechanization are the main reasons hindering the high-quality development of agriculture and rural areas in Zhejiang Province at present.However,the stable increase of the dual correlation coefficient indicates that the dual economic structure is more prominent and the gap between the primary,secondary and tertiary industries in Zhejiang Province is narrowing.Third,put forward the countermeasures and suggestions to promote the high-quality development of agriculture and rural areas.Attach importance to technological innovation of agricultural development,promote and improve the system of agricultural innovation achievements;Strengthen the publicity of the concept of sustainable development,formulate laws and regulations;Optimize the industrial structure,diversify sales channels,build supporting logistics facilities;Increase the income of rural farmers,improve the quality of life of rural residents,improve the public service system;We will carry out our agriculture "going out" development concept,and make scientific agriculture "bringing in" development plan.
