After entering the 21 st century,China’s economic level has significantly improved.With the development of the tourism industry,various forms of tourism have gradually become popular,among which rural tourism,as a force that cannot be ignored,has gradually become a normal form of tourism among those who pay attention to tourism.The COVID-19,which broke out at the end of 2019,had a huge impact on the tourism industry.At the beginning of 2020,the epidemic in China was effectively controlled.So far,the probability of sudden outbreaks of COVID-19 in large regions has been extremely low.Under the current normalized management of post epidemic situations,rural tourism,which is convenient to travel,can relieve physical and mental health,and allows people to relax under the pressure of the epidemic and work life,has become more popular.Zhuanghe City,located in the eastern part of Liaoning Province,has a long history,superior location,abundant historical sites,and rich regional resources.There are also various types of tourism resources,among which historical sites and coastal scenery attract many tourists from surrounding cities.The diverse types of tourism resources make rural tourism in Zhuanghe City full of potential for development.This article is based on the rich rural tourism resources,high-quality tourism brands,and the government announcement of the overall planning of Zhuanghe’s "global" tourism industry in Zhuanghe City.Through literature research,comparative research,questionnaire survey research,combined with industry integration theory,experience economy theory,sustainable development theory,and other solid and excellent theoretical and practical foundations at home and abroad,A large number of questionnaire analysis surveys,as well as data and current situation information retrieval and research have been conducted on rural tourism in Zhuanghe City.During this period,a questionnaire survey from the perspectives of "tourist consumers" and "tourism practitioners" was added,as well as innovative points in the study of the comprehensive planning of rural tourism in Zhuanghe City.The current situation and planning layout of rural tourism in Zhuanghe City were obtained,and the overall planning layout,infrastructure,diversified development models,brand construction,and industrial integration of rural tourism under the leadership of the Zhuanghe City government were understood The current situation of the government’s management of rural tourism development in Zhuanghe City from multiple perspectives,as well as a series of policies and considerations on tourism construction planning and ecological environment protection.However,there are still some problems in the development of rural tourism in Zhuanghe City.After the homogenization of projects,brand promotion channels and marketing methods,the government’s support for resource investment and allocation is poor,which also leads to inadequate personnel training and vocational skills implementation,all of which limit the development of rural tourism in Zhuanghe City.Therefore,based on the successful experience of some regions with better rural tourism development at home and abroad,this paper puts forward relevant countermeasures such as increasing government support,enhancing brand awareness,avoiding the homogeneity of scenic spots,improving the relevant skills of practitioners,improving infrastructure construction,and improving the prevention and control policies of scenic spots and rural tourism projects under the normal epidemic situation.The rural government and relevant departments in Zhuanghe City have revised the current obstacles to tourism development and combined them with excellent practical cases to carry out rural tourism construction projects in a coordinated,diversified,ecological,and comprehensive manner.I hope this article can solve some substantive problems in the development of rural tourism in Zhuanghe City,and also hope to provide assistance for the study of rural tourism issues in the current situation and countermeasures of rural tourism development in Zhuanghe City.
