Research On Employment Support And Employment Assistance Service Of The City Minimum Living Security People

Although the service for guaranteeing citizens’ minimum living standard as well as promoting employment has certainly gotten some achievements, there is still 34.8% percentage of those residents who are able to work but still benefit from minimum living standard. 54.5% of them are adults. The data fully reveal a clear defect in city minimum living security system in China, especially the vulnerability in standards making, which fails to achieve the goals of social equity and economic development. This article attempts to give some effective policies that backing the city minimum living security system.The full article consists of six parts.The first part is introduction, firstly mainly introducing the basic researching background and significance of this topic. Then a fully domestic and foreign literature summary is summed. Next, the several definitions are illustrated in that area. Fourthly, a further explanation is given basing on social support theory, equity theory, Empowerment theory, the cycle of poverty theory and social stratification theory. Moreover, the basic ideas and research methods are summarized in details. At least, the innovation as well as the difficulty in this dissertation is fully analyzed.The second part reflects the gap between ideal and the reality in X city’s minimum employment assistance service policy. First minimum employment policy in X city is analyzed. Secondly, according to the survey, the overall features analysis for beneficiary owing to the minimum employment assistance service policy in X city is made. What’s more, those beneficiaries’ expectations and exactly administrative policies of how to support them are completely given.The third part deeply analyzes the difficulties and their roots in city minimum living guarantee as well as employment assistance service policy.Firstly, the present difficulties are fully made, which mainly show in three aspects. They are a low achievement in existing preferential reemployment policy, a deficiency research in job market about supply and demand relation, and the lack in financial supporting for this area. Then, a further deeply analysis from those three aspects is given as following.The fourth part provides some useful experience of vulnerable groups whom starting work again by referring to previous articles. First a summary about poverty group entrepreneurship for poverty alleviation in Yucheng is made. Then some necessary experience from USA, Germany is mentioned in this part.In the last part, several targeted reflections and integrations for minimum living standard as well as promoting employment policy are made in details. Moreover, the dissertation tries to make a contribution by one attempt that guiding by the government and getting supports from various social forces to help those people work again.
