| In a context of economic globalization where natural disasters,health disasters and the constant repression of western countries,with the United States at the forefront,the risks of uncertainty too often become an obstacle to urban development.Our plan for the 14 th and 14 th programs makes it clear that the construction of urban regeneration facilities is one of our current priorities.At the same time,technological progress is evolving day by day,innovative activities are becoming more global and technological innovation is becoming the main driver of urban development.The Yangtze economic segment,which isat the forefront of the quality development of our cities,must make every effort to optimize the industrial modernization efforts linked to innovation,to optimize the mechanisms of technological innovation and to create new trends in development induced by innovation.How to use technological innovations to save available resources,reduce urban security risks and improve city resilience is now one of the key tasks for high-quality development of cities in Yangtze economic district.Based on A review and A review of the existing literature,the paper analyses,from A theoretical point of view,the mechanisms of influence of technological innovation on the resilience of cities;The system of related indicators for the integrated assessment of technological innovation and urban resilience was implemented using the ecoadequacy assessment method and topsis method to measure the level of technological innovation and urban resilience of 44 cities in yangtze economic department,2006-2020,to highlight their change trends and spatial change characteristics;Using a standard panel model,the overall effect of economic breakthroughs along the yangtze river on the city’s resilience was analyzed.Use the differential dual model to analyse the effects of an innovative pilot urban policy on the resilience of the city;Finally,to formulate the relevant policy recommendations,based on the results of empirical analyses.The results of measuring the level of scientific and technological innovation and the degree of urban stability in cities in the Yangtze economic belt indicate :(1)an upward trend in the level of technological change in cities in the Yangtze economic belt.(2)The S&T distinction between cities in the Yangtze economic belt tends to widen.(3)The level of urban stability in cities in the Yangtze economic belt tends to increase.However,spatial distribution exhibits characteristic variations,higher in downstream regions,medium in upstream regions and low in central regions.(4)Differences in the degree of urban stability between cities in the Yangtze economic belt tend to decrease in general.(5)There is a spatial agglomeration phenomenon for urban resilience in the Yangtze Economic Belt area.Empirical analysis of modern econometric models has shown that :(1)improving the level of technological innovation in the Yangtze region can make a significant contribution to the resilience of the city.(2)technological innovation can contribute to the city’s capacity for urban renewal by promoting the development of human capital and,indirectly,the transformation of industrial structures.(3)the construction of innovative urban pilot projects helps to improve the resilience of cities.(4)promoting technological innovation has a direct effect not only on improving the urban resilience of the city,but also on that of neighboring cities.A higher population density would have a less negative effect on the level of endurance in the city,but would encourage an increase in endurance in the surrounding city.Based on the above analysis,the policy recommendations are as follows :(1)increase efforts to support scientific and technological innovation and increase its financial support.(2)increase openness to the outside world and promote technical cooperation.(3)improve the financial policy of science and innovation and optimize the methods of financing enterprises in science and innovation.(4)improve the innovative talent policy,in order to create an innovative atmosphere for escorting.(5)based on urban shortboard,improve corresponding initiatives. |
