With the continuous improvement of the level of urbanization development in Q County and the continuous increase of migrant workers,there are more and more cross-district employees,and the floating population in Q County reaches 89,780 in total.How to protect the legitimate rights and interests of laborers work of change after is particularly important,endowment insurance as a social insurance in our country the most basic universal coverage,reach legal and emeritus age can laborer or lose labor ability for after,to provide a stable source of continued economic,make people not only material life guarantee,at the same time guarantee the stability of the society.However,because China has not yet achieved the nationwide overall management,resulting in the actual transfer of endowment insurance in the process of many difficulties.This not only weakens the guarantee function of endowment insurance for each worker,but also directly affects the initiative and enthusiasm of workers when choosing inter-district employment,which is not conducive to the dynamic flow of talents under the market manager and the overall development of the national economy.Taking Q County as an example,this paper analyzes the status quo of the transfer and continuation of the basic endowment insurance relationship,and describes in detail the basic situation,endowment insurance transfer,core demands and contradictions of Q County based on the problems encountered in the actual work process.Adopts questionnaire investigation method to survey 300 transfer personnel statistics,using the qualitative analysis to Q county,summarizes the problems existing in the endowment insurance transfer process,respectively is: as a whole range of different system is not unified,the business transaction process cycle is long,pension accounting is not unified,participants don’t understand related policy.For each kind of existing problems through in-depth interviews with the actual situation of the insured to analyze the causes of the problem.Through the experience of advanced regions at home and abroad to summarize the indirect improvement measures;Finally,suggestions and suggestions to solve the existing difficulties are put forward to provide reference for further improving the transfer and continuation mechanism of basic endowment insurance in China.Perfect endowment insurance system is not only the legal basis to protect individual rights and interests,but also the assessment index to measure the level of social development.
