Research On The Transfer And Continuation Of The Basic Endowment Insurance Relationship

With the accelerating pace of modernization,urbanization,industrialization,informatization in China,more and more people are flowing between urban and rural areas.The social endowment insurance system has gradually replaced the traditional family pension mode.Endowment insurance is an important part of the social insurance system.It's a kind of system under which laborers can get help to guarantee their basic life after retiring.The purpose of endowment insurance is to protect the basic living needs of the elderly and to provide a stable and reliable source of life."Provision for the aged" is the foundation of to promoting social harmony,and is also the benchmark of social civilization.Due to the vital interests of individuals,and the number of floating population increased year by year,the transfer and continuation of the basic endowment insurance relationship is increasingly becoming the focus of public concern.This paper started with the development of the system about the transfer and continuation of the basic endowment insurance,analyzed the current situation,including policy,the scope of the object,the handling process.Taking Shanghai as an example,combined with the relevant data and questionnaire survey,this paper drew out the existing problems,and then analyzed the causes of the problems.At the same time,learned from the experience of foreign pension transfer,putted forward some suggestions to solve the problems.Hope that through the research on the transfer and continuation of the basic endowment insurance relationship,combined with the actual situation in Shanghai,focus on solving the existing problems related to the transfer and continuation of endowment insurance from systems and procedures,and make the system to achieve the fundamental purpose better,“From the people,for the people,and give benefit to the people”.
