A Study On Measurement And Optimization Path Of High Credit Enterprises’ Sense Of Gain Of China Customs Trade Facilitation Policy

Sense of Gain highly summarizes the political pursuit of modern governance by the Chinese government.Unlike the satisfaction measurement in traditional management,the sense of gain evaluation emphasizes the governance effectiveness of the public management subjects and tests the personal feelings of the public management objects,it is a complete evaluation that combines the governance effectiveness(objective)and the corresponding perception(subjective),and is mutually unified.The "sense of gain" has condensed China’s modern national governance system and practical experience of governance capacity building,it has its value and significance in expanding research and practice in the field of public management in China,and constructing a theoretical system of public management with Chinese characteristics,influence,and discourse power.Previous studies on sense of gain have tended to focus on qualitative research,and this article attempts to measure and evaluate sense of gain.This article takes the Authorized Economic Operator(AEO)of Customs as the research object,and based on the reality that the enterprise group enjoys the most comprehensive and sufficient trade facilitation treatment from Customs.Conducting a trade facilitation perception measurement for Authorized Economic Operator(AEOs)helps to reflect the level of customs trade facilitation and reveal whether there are differences between government governance expectations and the actual situation.Study shows that there is no difference in the evaluation of customs facilitation policies by the size of enterprises,but there are significant differences among enterprises in different industries,with logistics enterprises being significantly lower than other types of enterprises.This is in line with the reality of weak customs incentives for logistics enterprises.Contrary to the traditional government’s emphasis on window services,enterprises have not attached as much importance to window processing business as expected.Priority processing measures and measures to shorten processing time have a lower sense of gain,which means that rapid window processing has limited impact on the enterprise’s sense of gain.Instead,customs provide "one-on-one" customer service,If the customs coordinator can provide personalized service solutions for difficult and complex problems encountered by enterprises,the sense of gain for the enterprise is more obvious.In addition,measures such as reducing the inspection rate of enterprises and reducing the frequency of external inspections have significantly improved the sense of gain for enterprises due to their effective impact on the efficiency of import and export freight transportation and production and operation arrangements.
