Entering the 21st century, under the impact of economic globalization and with the development of international logistics service and personnel exchanges, the issue on safety and facilitation of international trade is becoming the focus of the world,. Nowadays, with the rapid growth of E-commerce, the continual improvement of transportation and communication and the significant reduction of tariff and non-tariff barriers, the most important thing that WTO members care has been becoming the trade facilitation, which is mainly about the reform of Customs clearance system. When trade facilitation is being strengthened, Customs, as the key state organ responsible for the supervision and control over inward and outward goods, plays a very important role. WTO is composed of sovereign states, and Customs of member states can not become the obstacle of free trade. Customs should take various technical measures to promote working efficiency to better serve importers and exporters of medium and small scale, especially in developing countries. Certain reforms on trade facilitation have been carried out by Customs in some developed countries. Meanwhile, ChinaCustoms has always been working hard on the promotion of trade facilitation. Such decision has been made that a modern Customs system shall be established before 2010, which will be connected with the current international rules and be harmonized in the relationships both between supervision and efficiency and between safety and facilitation.This thesis starts from the problems that China Customs is now facing in the process of trade facilitation. It will study and analyze several subjects such as how to learn experiences from those developed countries;how to improve the current law system and the on-the-spot operation mode considering the administrative cost and country profit;how to put E-government affair into practice by taking risk management, and it will also discuss the countermeasures and advice concerning Customs affairs.The thesis will combine literature search with demonstration. By researching the difficulties that we are now facing in the negotiation courses of trade facilitation and successful measures that have been taken by the developed countries, it will present the countermeasures and advice concerning Customs affairs while taking the unique situation of China Customs into account.Section one ExordiumExplaining the background and importance of the thesis; reviewing the current situation and main documents with regard to trade facilitation; setting down the method and content of the study; presenting the general idea and structure; pointing out the innovation and deficiency of the study. Section two What is trade facilitation and its historyExplaining the concept of trade facilitation and its history; introducing the process of the negotiations on WTO trade facilitation.Section three How China customs carries out the trade facilitation.Presenting the achievements that China Customs has acquired in promoting trade facilitation; analyzing the difference between the present supervision mode of China Customs and the WTO regulations; Main obstacles and problems appearing in trade facilitation boost.Section four How does it work in other CustomsIntroducing the Customs reform in United States and how they began to strengthen the cooperation with other Customs after 911.Detailed measures and inspiration of the reform in Japan and Europe Customs.Section five Suggestions and countermeasures on Customs management reform in China.Reconstructing the Customs clearance system, adjusting the Customs laws and rules, improving the computerization in Customs supervision techniques. improving the transparency of the Customs supervision and enforcement; establishing proper risk management estimate system.
