Research On The Synergy Of China Customs Trade Facilitation Policies

In the context of the still severe international situation,China is also gradually paying attention to promoting customs trade facilitation.Different customs trade facilitation policies have been issued by the Party Central Committee,the State Council and the General Administration of Customs.With the extensive application and development of the theory of policy synergy,the connotation of policy synergy is becoming richer and richer.The research field of policy synergy is basically concentrated in the policy system of finance,pension,entrepreneurship and public crisis.There is little research on the synergy of China’s customs trade facilitation policy.In view of this,focusing on China’s customs trade facilitation policy,this paper collected and coded the Chinese customs trade facilitation policy texts at the national and ministerial levels from 2001 to 2021 as the research object to explore the synergy of China’s customs trade facilitation policy.The main experiments and results were as follows:Firstly,it analyzes the relevant documents of China’s customs trade facilitation policies,and summarizes that China’s customs trade facilitation policies are constantly updated,adjusted and improved in the reform process.It is found that many scholars have carried out a lot of research on China’s customs trade facilitation policy and made great progress,but there are still some deficiencies: first,China’s customs trade facilitation policy is lack of multi-dimensional systematic research;Second,the collaborative research of China’s customs trade facilitation policy is less involved.Secondly,it defines two concepts of customs trade facilitation and policy coordination.Based on the perspective of public management,the core content of the concept of customs trade facilitation is to optimize customs trade links,reduce customs clearance costs,and speed up the circulation of customs regulatory elements to make customs procedures efficient,transparent and standardized.Policy synergy is guided by the policy purpose,through close cooperation between different political actors,adopting different policy measures to enhance the effectiveness of the policy and ultimately improve the overall role of the policy process;At the same time,based on the theoretical research of public policy analysis and policy coordination theory,the follow-up research is guided based on its applicability.Thirdly,China’s policy of promoting customs trade facilitation is divided into two categories: strengthening customs clearance supervision policy and optimizing management service policy.It also introduces the three-dimensional analysis framework of "policy effectiveness-policy measures-policy objectives",uses the "five-point assignment method" to code,uses the policy synergy measurement model to explore the synergy of China’s customs trade facilitation policy in the past 20 years,and analyzes some problems in policy synergy.In terms of policy effectiveness: the policy effectiveness shows an upward trend and generally conforms to the change of trade freedom,and the annual value of policy effectiveness is generally improved;The problem is that the overall number of policies issued is relatively small and the stability is not strong,there is no type of legal policy formulated by the National People’s Congress,and the annual value of policy effectiveness cannot remain high,with obvious fluctuations.In terms of coordination of policies and measures: the coordination of the two policies fluctuated,but generally showed an upward trend,and the policy measures have the performance of forming a joint force and promoting together;The problem is that many policies and measures are insufficiently reflected,the effect is not obvious,the synergy effect of policies and measures is not good,the difference is obvious,there is certain irrationality,and it is easy to ignore the role of technical policies.In terms of coordination of policy objectives: fluctuated,but generally showed an upward trend,and more attention was paid to the coordinated realization of multi-level objectives in policy formulation;The problem is that the coordination of policy objectives fluctuates greatly.In recent years,the importance of coordination of policy objectives has declined.The role of policy objectives in reducing import and export costs in policy formulation is easy to be ignored.Finally,in combination with the previous research and the actual analysis of the problems,in order to further enhance the synergy of China’s customs trade facilitation policy,it is proposed to strengthen the construction of China’s customs trade facilitation policy system and further improve the policy effectiveness;Adhere to promoting comprehensive implementation of policies and optimize the multiple coordination of China’s customs trade facilitation policies and measures;Strengthen the rule of law and strategic thinking,achieve the overall coordination of China’s customs trade facilitation policy objectives and other countermeasures and suggestions,and draw research conclusions.
