As an important rural economic organization in the process of agricultural modernization,the farmers’ professional cooperatives are of great significance in mobilizing farmers’ enthusiasm for production,increasing farmers’ income and promoting rural economic development.In recent years,China’s farmers’ professional cooperatives have developed rapidly,especially after the promulgation and implementation of the Law of the People’s Republic of China on Farmers’ Specialized Cooperatives in 2007,the number of cooperatives has grown rapidly,and the organizational model has been constantly diversified.Following the implementation of the rural revitalization strategy,farmers’ professional cooperatives,as an effective path to achieve the prosperity of rural industries and a driver for the construction of an effective rural governance system,have very important practical significance in promoting the construction of modern agriculture,stimulating the endogenous power of farmers’ development,and condensing the resultant force of effective rural governance,exploring the improvement and optimization of the operation effect of farmers’ professional cooperatives is a realistic issue that deserves attention.In this paper,the farmers’ professional cooperatives in Linxia City are taken as the research object.Linxia City has unique natural conditions for the development of facility vegetable agriculture,forestry and fruit industry and flower industry.Although the importance of agriculture in regional economy has been decreasing due to the urbanization process,the quantity and quality of farmers’ professional cooperatives have been improved in recent years.According to the differences in the roles,involvement and decision-making control of control of farmers,enterprises,governments,and village committees in the operation of cooperatives,the existing cooperatives in Linxia City can be divided into four organizational models,villagers’ self development,enterprise driven,project support,and property rights reform driven.Based on the balanced scorecard principle,this paper gives consideration to the economic functions and social benefits of farmers’ professional cooperatives,From the perspective of evaluating both output and behavior,construct an operational effectiveness evaluation model that includes four dimensions: internal operation dimension,learning and growth dimension,financial dimension,and social benefit dimension,so as to evaluate the operational effects of different organizational models of farmers’ professional cooperatives in Linxia in an accurate,comprehensive and objective manner.Based on the comparison of operational effects of typical cooperatives in four organizational models,the results show that:The operation effect of farmers’ professional cooperatives with different organizational models shows commonness and difference.Overall,the farmers’ professional cooperatives in Linxia City have some common problems,such as non-standard organization management,lack of talent support for the development of cooperatives,single industrial structure of cooperatives,and lack of motivation for farmers’ participation.From the point of different organization models,The project supported cooperatives have the best overall operation effect and make obvious contribution to rural economic development and rural governance.However,the project supported cooperatives are featured by strong dependence on the project,weak self-development ability,and irregular government management.The enterprise driven cooperatives have good economic benefits and strong ability to increase the income of members,but they show problems such as alienation of democratic management,lack of supervision over operation,and the village is not closely connected with the cooperatives.The property rights reform driven cooperatives undertake the policy mission of continuously promoting the rural revitalization strategy and developing the rural collective economy.However,in terms of the current development situation,there are problems such as weak mass base,difficulty in separation of government from society,and lack of scientific planning.Due to resource and scale constraints,the villagers’ self initiated cooperatives currently rank the bottom among the four organizational models of cooperatives,mainly manifested in the lack of standardized organizational management,weak ability to drive income growth,insignificant social benefits,and difficulty in obtaining policy support.Based on the above operation effect evaluation,This paper puts forward the operation effect improvement strategies for all farmers’ professional cooperatives with different organizational models in Linxia City.On the whole,it is necessary to solve the common problems of farmers’ professional cooperatives in Linxia from such aspects as implementing the management system,optimizing the talent incentive mechanism,exploring the development model and strengthening publicity.For the villagers’ self initiated cooperatives,external assistance from the government is an effective way to improve its operation effect.For enterprise driven cooperatives,how to ensure the status of farmers is the core to solve their management differentiation.For project supported enterprises,enhancing their own development ability are the fundamental guarantee for long-term operation.For the property rights reform driven cooperatives,its top priority is to clarify the functions of the government and society and gather farmers’ motivation.
