Study On The Path Of Industrial Structure Upgrading Promoting High-quality Economic Development In Sichuan Province

China’s economy has made remarkable achievements since Reform and Opening-up.However,problems like imbalance of regional development,excessive energy consumption and worsening environmental pollution came along with high-speed and energy-intensive development mode.Therefore,the 19 th CPC National Congress officially made the scientific judgment that our economy’ stage has shifted from rapid growth to high-quality development.And General Secretary Xi Jinping emphasized that high-quality development was the primary task of building a modern socialist country in an all-round way at the 20 th CPC National Congress.Upgrading the industrial structure is a fundamental measure to promote highquality economic development.This paper is based on Sichuan province,which is rich in natural resources and has an important strategic position in the overall development of the whole country,from the perspective of "three transformation" of the industrial structure(high technicalization,high processing and high servitization).There is great practical and theoretical significance to study the path of upgrading industrial structure to promote highquality economic development.The main contents of this paper include: Firstly,this paper reviews the domestic and foreign literature related to the upgrading of industrial structure promoting high-quality economic development,and finds that the upgrading of industrial structure includes three aspects: high technicalization,high processing and high servitization of industrial structure.It can affect the high-quality economic development from five aspects: the efficiency of economic production,the stability of economic development,the distribution of economic achievement,ecological environment and social security level.Secondly,based on mature computing formula,this paper measures the level of high technicalization,high processing and high servitization of industrial structure in Sichuan Province and five economic zones.Thirdly,this paper constructs a comprehensive evaluation system of high-quality economic development based on its connotation,and uses entropy method to assign weight and calculate the high-quality economic development index.Fourthly,it builds a model to study the impact of the upgrading of industrial structure on high-quality economic development based on the panel data of Sichuan Province from 2011 to 2020 to study the impact of “three transformation”of industrial structure on high-quality economic development.The research shows that the upgrading of industrial structure can promote high-quality index of economy in Sichuan Province,but the regional development is unbalanced.Specifically,the high processing and servitization level of industrial structure has a significant positive influence on the highquality development,but the high technicalization has no significant influence.Finally,according to the theoretical derivation and empirical research conclusions,this paper puts forward some policy suggestions to promote the high quality economic development of Sichuan province,including improving the development of high-tech industry,promoting the optimization and upgrading of processing and manufacturing industry,accelerating the development of modern service industry,strengthening the leading role of government in the upgrading of industrial structure,and using the radiation effect of central cities to drive regional coordinated development.
