The Measurement Of China ’s Urban-rural Integration Development Level And Its Influencing Factors Analysis

Urban and rural areas are like two wings of birds and two wheels of cars.The contradictory changes in the development of urban-rural relations reflect the development and changes of the whole human society.Since the reform and opening up,China ’s urban-rural relations have undergone new changes.In order to solve the "three rural issues " in the new era,the 19 th National Congress of the Communist Party of China first proposed to implement the rural revitalization strategy and establish and improve the urban-rural integration development system and mechanism;the report of the 20 th National Congress of the Communist Party of China also emphasizes the need to fully grasp the internal logic of promoting the narrowing of the gap between urban and rural development by urban-rural integration development,and strive to promote urban-rural integration and regional coordinated development,so as to achieve common prosperity;the No.1 Central Document makes a comprehensive layout of promoting rural revitalization from nine aspects,and keeps the basic plan of " agriculture,rural areas and farmers," laying a solid foundation for accelerating the construction of a strong agricultural country,building a livable and suitable industry and beautiful countryside.Based on the theory of urban-rural integration development,this paper takes 30 provinces as the research object,explores the level of urban-rural integration development in the 10 years from 2011 to 2020,in order to provide some theoretical basis and reference value for urban-rural development in various regions of the country.Firstly,this paper systematically combs the relevant literature of urban and rural development at home and abroad from three aspects : the theoretical origin and the change of urban-rural relationship,the factors affecting the development of urban-rural integration,and the empirical research on the construction of index system.Taking the industrial prosperity,ecological livability,rural civilization,effective governance and rich life of rural revitalization strategy as the breakthrough point,this paper introduces the integration of urban and rural grassroots governance,constructs a composite system of urban-rural economic integration,urban-rural social integration,urban-rural ecological integration and urban-rural grassroots governance integration,and lays a theoretical foundation for urban-rural integration development.Secondly,based on the theoretical basis of urban-rural integration development,relying on the broad connotation of urban-rural integration development,this paper constructs an evaluation index system by referring to previous research results,and constructs a total of 25 specific indicators at the four levels of economic development,social life,ecological environment and governance capacity.The vertical and horizontal scatter degree method is used to objectively process the data of 10 years to determine the time trend and spatial difference of urban-rural integration development level in 10 years,and to divide the provinces in China according to the final measurement value of urban-rural integration development level.The country is divided into high-level development areas of urban-rural integration,high-level development areas of urban-rural integration,medium-level development areas of urban-rural integration,and low-level development areas of urban-rural integration.On the basis of regional division,the regional comprehensive level and regional sub-level of each region are determined by using the vertical and horizontal pull-out grade method.After that,based on the influencing factors of urban-rural integration development in the literature review,the quantile regression method is used to explore the impact of digital economy,land reform and factor flow on urban-rural integration development at different levels.Finally,based on the analysis of the influencing factors of urban-rural integration development,the corresponding policy recommendations are proposed in order to solve the shortcomings of urban-rural integration development,effectively promote the process of urban-rural integration development in China,and improve the level of urban-rural integration development in China.
