| In 2020,China completely got rid of absolute poverty,under the current standards,98.99 million rural poor people have all been lifted out of poverty,832poverty-stricken counties have all been removed from the hat,and 128,000 poor villages have all been listed,which is a miracle in the history of human poverty alleviation,but among the areas and populations that have been lifted out of poverty,there are problems such as weak industrial foundation and unstable employment.To this end,it is necessary to combine the consolidation of the results of poverty alleviation with the strategy of rural revitalization,and truly achieve poverty alleviation without returning to poverty.Talent revitalization is the foundation of rural revitalization.In recent years,under the guidance of the rural revitalization strategy,the joint action of the thrust of the city,and the pull of the countryside,there has been a "wave of returning to the hometown" in China,and groups such as migrant workers and students in the city have returned to their hometowns to start businesses.By the end of May 2019,the number of entrepreneurs returning to their hometowns in 341 pilot areas in China has reached nearly 2 million,and the number of employed people driven by the pilot areas has exceeded 7 million;driven by the pilot areas,all kinds of returnees in the country have reached 8.5 million,driving rural employment to more than 34 million,and returning to the hometown to start a business has become a hot issue for a while.Just when the entrepreneurial activities are in full swing,some scholars have found that at present,there is a problem of short entrepreneurial life and low success rate of entrepreneurs in China’s hometown entrepreneurship,which makes us have to reflect on whether individuals who have the willingness and action to return to their hometowns can return to their hometowns to start a business,and which individuals will have a higher success rate in returning to their hometowns.Therefore,from the perspective of human resource management,this paper relies on the theory of competency and its methods to try to conduct an in-depth study of the successful entrepreneurship and behavior characteristics of returnees.First of all,through consulting the literature research,we understand the research results of predecessors in the two aspects of returning to their hometowns to start a business and entrepreneurial competence,and summarize the concept of entrepreneurship,the concept of returning to their hometowns and the concept of talents.Regarding the study of entrepreneurial competence,foreign scholars have studied earlier,and Chinese scholars have also done localization research on this basis,but the research on the research object of returning entrepreneurs started late and needs to be deepened.Second,I initially build a model of the competency of returned entrepreneurial talents.Through reviewing the literature and personnel interviews,summarizing the competence characteristics of returning to the hometown on the basis of previous research,consulting the models of rural revitalization and returning to the hometown to start a business,analyzing their entrepreneurial process,extract the competence characteristics from them as a supplement,and finally constructing a preliminary competence model.Third,the questionnaire survey method was used to conduct empirical research,the reliability and validity test of the questionnaire were carried out,the exploratory factors were used to divide the model dimensions,and the impact factors were attached weights.Finally,the application of the competency model in the self-assessment and self-planning of entrepreneurs,government assessment,and entrepreneurial competency training is preliminarily discussed,and relevant countermeasures are proposed.The competency trait model of returnee entrepreneurial talents constructed in this paper contains 6 dimensions and 27 traits.The knowledge dimension includes Internet platform operation knowledge,management knowledge,industry knowledge,and professional and technical knowledge;the enterprise management ability dimension includes financing skills,management capabilities,operational capabilities,and marketing and publicity capabilities;the personal quality dimension includes social responsibility,cooperation spirit,diligence,values,perseverance,and psychological endurance;the internal driving force includes entrepreneurial motivation,execution,entrepreneurial passion,and continuous learning;the core entrepreneurial ability dimension includes opportunity identification ability,strategic planning ability,interpersonal communication ability,resource integration ability,and innovation The dimension of rural cognition includes local complexes,policy acquisition ability,experience in going out to start a business,and awareness of rural industry integration. |
