Study On The Measurement Of Global Tourism Development Level And Obstacle Factors In Lijiang

Due to its high added value,strong relevance and high openness,tourism has the multiplier effect of prospering all industries.It has always played an important role in promoting the transformation and upgrading of the national economy,promoting the adjustment of regional industrial structure and promoting new urbanization.With the continuous development of the national economy,the continuous improvement of the living standards of urban and rural residents,and the continuous transformation and upgrading of mass consumption,the tourism industry is facing structural changes.At this stage,the form of tourism consumption is changing from traditional sightseeing tourism to new forms of mass tourism such as leisure tourism and vacation tourism.Based on this,since 2013,scholars have successively put forward the concept of global tourism,pointing out that the development of global tourism can meet the new needs of economic and social development.In August 2015,the former National Tourism Administration issued the notice on the establishment of "national global tourism demonstration area"(LTF [2015] No.182),which provides corresponding policy guidance for the promotion of global tourism from the conceptual level to the practical level from a macro perspective.Since then,the Ministry of culture and tourism has launched two batches of "national global tourism demonstration zone" creation lists,and Lijiang has become one of the cities shortlisted in the list.Lijiang,rich in tourism resources,is an internationally renowned tourism city.Facing the current situation of structural transformation of tourism,local governments and relevant departments actively promote the construction of regional tourism.Since2015,the government has made corresponding planning and deployment for promoting regional tourism construction in the government work report for seven consecutive years.In the opening year of the 14 th five year plan,the provincial Party committee and the provincial government clearly pointed out at the on-site office meeting in Lijiang that "we should build global tourism according to the concept of’Lijiang has only one scenic spot’.".Based on this,this paper refers to the documents related to global tourism issued by the Ministry of culture and tourism,arranges the research on global tourism and tourism evaluation by domestic and foreign scholars,and defines the concept of global tourism.Then,according to the relevant documents,the research results of scholars and the regional economic characteristics of Lijiang,starting from the eight dimensions of global economic benefits,global tourism resources,global tourism performance,global public services,global ecological environment,global cultural environment,global public management and global order and security,53 secondary indicators are selected to build an index system to evaluate the development level of global tourism.The implementation measures for the acceptance,identification and management of national tourism demonstration areas(Trial)and the acceptance standards of national tourism demonstration areas(Trial)newly revised by the Ministry of culture and tourism in 2020 are important basis for the construction of the index system.Then the entropy weight method is used to measure the development level of Lijiang’s global tourism from 2014 to 2020,and then the main obstacle factors are diagnosed to clarify the advantages and disadvantages of Lijiang’s development of global tourism.Finally,it puts forward countermeasures and suggestions for the follow-up development of Lijiang’s global tourism from seven perspectives: improving the system and mechanism of global tourism development,optimizing the quality of tourism resources,improving the level of tourism public services,promoting the integrated development of global industries,promoting the establishment of tourism brands,promoting the construction of global smart tourism and realizing global green and sustainable development.
