The bidding and procurement work of state-owned enterprises is mainly based on relevant national laws and regulations,combined with the actual operation of enterprises to carry out independent bidding work.In the current trend of increasingly fierce market competition,material bidding,as one of the most critical business links in state-owned enterprises,is closely related to the economic benefits of enterprises.Only by establishing a sound bidding management mechanism can we reduce procurement costs and enhance the competitiveness of state-owned enterprises.Therefore,the level of bidding management is directly related to the development prospects of enterprises.This paper takes the bidding management system of Dongfang Electric Co.,Ltd.as the research object.Through reading and learning a large amount of literature and theoretical knowledge in the early stage,combining with the operation of the bidding management system of the research object,and using the questionnaire survey method,it finds that the current bidding management system has unreasonable selection of bidding methods,insufficient competition among participating or inviting bidding suppliers,and lack of professional and technical knowledge reserves for bidding management personnel,The implementation cycle of the bidding process has been extended or not smoothly implemented,the bid evaluation experts are not conscientious and responsible,the attendance rate of some bid evaluation experts is low,the selection of bid evaluation methods is not applicable,and the benchmark price for bid evaluation is set unreasonably.Then,the case analysis method is used to further investigate the problems found in the above parts with actual cases to verify the actual existence of the problems.Take the problem as the guide,analyze the reasons for finding problems.Based on the cause analysis,build four support planes of "mechanism organization optimization,process optimization,expert management optimization,and bid evaluation method optimization" around the target system of "specialty,specification,standard,efficiency and high quality",and build a tetrahedron system optimization model.Based on this model,build solutions and measures for the optimization of the bidding management system,To improve the company’s bidding management level and bidding benefits.Finally,this paper puts forward suggestions on safeguard measures from four aspects: building and improving the bidding supervision mechanism,building the bidding quality management system,strengthening the construction of information technology,and strengthening the procurement planning management at the front end of bidding,to ensure that the optimization design and implementation of the bidding management system can achieve the desired effect,achieve twice the result with half the effort,and provide decision-making and reference for the optimization of the bidding management system in the same industry.
