| The report of the 20 th National Congress of the Communist Party of China emphasizes the need to focus on promoting urban-rural integration and coordinated regional development,and promote the effective improvement of the quality and reasonable growth of the economy.Coordination is the basic value orientation and development trend of urban-rural relations.In the context of comprehensively promoting urban-rural coordinated development,scientifically measuring and judging the status of urban-rural coordinated development is of great significance for deepening the reform of urban-rural integration systems and mechanisms and achieving the strategic goal of rural revitalization.Existing evaluations focus on the coupling and coordination between urban and rural areas,paying insufficient attention to human development,and ignoring the goal of coordinated urban and rural development to achieve equality between urban and rural residents.Therefore,based on the perspective of human development,this article focuses on the value judgment of urban and rural human development convergence,constructs an indicator system from three aspects: economic development opportunities,social welfare,and living environment,calculates the urban-rural coordinated development index,and analyzes the process of urban-rural coordinated development in China from 2005 to 2020.The research draws the following important conclusions:(1)The development of urban and rural areas in China is gradually coordinated,and the relationship between the dual structure of urban and rural areas has eased.According to the analysis of the urban-rural coordinated development index,the level of urban-rural coordinated development in China is showing a fluctuating upward trend.From a provincial perspective,the number of provinces with intermediate or higher coordination levels is increasing.(2)The weakness of coordinated development between urban and rural areas in China lies in rural areas,where the income level of rural residents is low,and the allocation of rural infrastructure and public services is still lower than that of cities.The average disposable income ratio of urban and rural residents is as high as 2.8,and the ratio between urban and rural areas in education,medical public services,and rural pollutant treatment facilities is basically more than three times.Therefore,the key to improving the coordinated development level of urban and rural areas in China is to improve the level of rural construction.(3)The level of coordinated development between urban and rural areas in China shows regional differences.The urban-rural coordination level of the four major regions of the East,Central,West,and Northeast is ranked as Eastern Region>Central Region>Northeast Region>Western Region,among which the Eastern Region is far ahead.From a provincial perspective,the difference in the level of coordinated development between urban and rural areas in China is decreasing,with the standard deviation of coordinated development between urban and rural areas decreasing from10.942 in 2005 to 9.266 in 2020.(4)The level of coordinated development between urban and rural areas in China has the characteristics of overall positive correlation and local aggregation in space.Through the Moran’s I index,it was found that Shanghai,Jiangsu,and Zhejiang exhibit high clustering characteristics,while Gansu,Ningxia,and Sichuan exhibit low clustering characteristics.(5)The contribution of various leading factors to the coordinated development level of urban and rural areas shows dynamic changes.Overall,the contribution of living environment to the coordinated development of urban and rural areas is the highest,followed by the contribution of social welfare,and the contribution of economic development opportunities is the lowest.From a time perspective,the contribution of economic development opportunities shows a trend of first increasing and then decreasing,while the contribution of living environment shows a trend of first decreasing and then increasing,and the contribution of social welfare shows a fluctuation and then stable change.(6)There are regional differences in the contribution of various dominant factors to the level of coordinated urban-rural development.Specifically,the contribution of living environment in the southeast coastal areas is higher,the contribution of the three in the central region is basically balanced,and the contribution of economic development opportunities and social welfare in the northeast and western regions is higher.This indicates that in the eastern region with a high level of coordinated urban-rural development,the gap between urban and rural residents in terms of economic development opportunities and social welfare has narrowed,and further improvement is needed in the construction level of rural living environment.However,in the northeastern and western regions with a low level of coordinated urban-rural development,the gap between urban and rural residents in terms of economic development level and social welfare needs to be narrowed first. |
