With the success of poverty alleviation in 2020,China’s goal of eliminating absolute poverty has been achieved,but the problem of relative poverty still exists,so the problem of poverty governance in China will be transformed into how to alleviate relative poverty.In the process of urbanization,more and more migrant workers have flowed into cities.With the rapid expansion of this group,the risk of falling into relative poverty has gradually increased,so the relative poverty of migrant workers who have migrated to urban areas to migrate to cities also deserves our attention.Reducing the income gap between migrant workers and local urban residents can not only improve people’s happiness,but also play a key role in promoting consumption and employment,as well as long-term economic growth.The equalization of basic public services is one of the goals of socialist modernization,and the promotion of equalization is the only way to develop a society for all.At present,the equalization of public services can allow the people to share the fruits of development,help solve people’s livelihood problems and social conflicts,and promote the realization of social harmony and fairness.Based on the relevant theories and domestic and foreign literature,this paper uses the 2018 China Migrant Population Dynamic Monitoring Survey Data(CMDS)to explore whether the equalization of basic public services can effectively alleviate the relative poverty of migrant workers.Firstly,the relative poverty of migrant workers is identified and measured,and the equalization of basic public services is measured from the perspective of access.Secondly,aiming at the realization of equalization of basic public services in different dimensions,the Logit model is used to explore whether the equalization of basic public services has an impact on the relative poverty of migrant workers.On this basis,the impact of equalization of the four dimensions on the relative poverty of migrant workers is further analyzed.Third,by increasing the threshold for access to basic public services,the robustness test is carried out using different relative poverty criteria;Finally,the heterogeneity of the impact of equalization of basic public services on the relative poverty of migrant workers in different regions and mobile ranges was analyzed.The empirical results show that: First,basic public service equalization has a significant alleviating effect on the relative poverty of migrant workers,and the effect is most prominent in the central region and among the cross-provincial or intercity migrant groups.Second,the dimensions of basic labor employment services and basic social insurance services have a more prominent alleviating effect on migrant workers,while basic public education services and basic medical and health services exacerbate the relative poverty level of migrant workers.Third,basic public education service equalization in the eastern and central regions has a significant negative impact,while the negative impact of basic medical and health service equalization is more prominent in the western region.The alleviation effect for cross-provincial migrant workers is mainly brought about by basic public education services,while the alleviation effect for intra-provincial migrant workers is mainly brought about by basic labor employment and medical and health services.Based on the above empirical analysis,this article proposes the following policy recommendations: First,the control of relative poverty among migrant workers should provide basic public service supply according to the differences in different regions and migrant worker groups.Second,reduce the admission threshold for education of migrant workers’ children.Third,strengthen vocational skills training for migrant workers.Fourth,improve social security mechanisms.Fifth,enhance the level of medical and health care.That is,targeted improvement of different types of basic public services should be carried out to maximize the alleviating effect on the relative poverty of migrant workers.
