China is the world’s largest country in field of aquatic products production and export, the export of aquatic products holds a important status.It should not be underestimated in terms of promoting the economic development of our country, has become a new growth point of our agricultural economy. The EU as a seafood importer, with the rapid development of China’s aquatic products trade.But with the weakening of tariff and non-tariff trade barriers to protect the traditional role of the developed countries began to take advantage of new trade barriers to protect domestic markets and industries.SPS measures studied mainly from the EU, the EU SPS measures has become a major obstacle to China’s aquatic products export trade, urgent in-depth study and discussion.After he research literature at home and abroad through a systematic study, the first of the definition and implementation of SPS measures were key points, pointing out the difference between the SPS Agreement and the TBT Agreement, on the one hand in order to more fully understand the SPS measures, on the other hand to grasp it’s speciality.Then to learn the hierarchy of needs theory,the standard different theory,the externality theory,and the trade protection theory.Use of economic knowledge in-depth analysis of the mechanism of SPS measures, SPS measures reveal the number of control mechanisms, price control mechanism and dynamic control mechanisms.In a certain understanding of the theoretical knowledge of the situation, based on EU SPS measures the actual content management system and features, status and export-EU fish trade hindered EU data seafood case, SPS measures will be implemented by the European Union on China aquatic products quantized coefficients introduced SPS barriers, build China aquatic Products Trade Gravity Model.From the perspective of export scale, qualitative and quantitative analysis of the extent of the EU SPS measures on Chinese aquatic products export trade.While adding fishery GDP, the EU national consumption ability, aquatic products, aquatic production costs explanatory variables. The empirical results show that the export of aquatic products in Central Europe, the EU SPS measures on China-EU fish trade had a negative impact on China’s exports of aquatic products to inhibit scale, weaken the competitiveness of Chinese exports of aquatic products, for the continued development of EU-China Aquatic Products Export Trade set a larger obstacle.Through qualitative and quantitative analysis it can be concluded: deep degree of processing of aquatic products can reduce the deeper EU-China trade friction fish; improve national and industry standards aquatic products, improve the quality of aquatic products, aquatic products to enhance competitiveness, China-EU fish trade has played a certain role.Finally, on the basis of theoretical and empirical analysis, for the establishment of a sound management system and improve the quality and safety of aquatic products, adjusting the structure of export of aquatic products, aquatic products improve early warning mechanisms, strengthening international exchanges and negotiations for China’s aquatic products export deal with the EU SPS measures to provide some valuable advice for the sustained and healthy development of China’s aquatic products trade pointed out the way forward.Taking Aquatic Products that produce a representative of the industry and the exporting region is typical characteristic of the European Union as a starting point to analyze the impact effect SPS measures on the economy and trade between countries, thereby rendering the formation of general awareness, to promote China’s water play a role in the sustainable development of reference products in international trade.
