The construction of beautiful villages is the key link to promote the rural revitalization strategy,and also the important material basis to promote the development of modern agriculture.The promotion of the construction project of beautiful villages is directly related to the increase of farmers’ income and the improvement of farmers’ lives,and the effectiveness of the new rural construction and the fundamental improvement of the rural landscape.PPP mode provides an effective investment path for beautiful rural construction projects.Compared with the traditional mode,PPP mode can greatly alleviate the short-term funding pressure of the government,improve the quality of project construction and operation services,pursue efficiency,risk sharing and other significant advantages,and has been widely used in China’s beautiful rural construction projects.However,from the perspective of China’s PPP project operation practice,some PPP projects have deviated from the expected objectives due to the unreasonable risk sharing mechanism,so accelerating the research on the life-cycle risk of rural revitalization PPP projects has become an important topic that needs urgent attention.This thesis analysis of the whole operation process of PPP project of the work content,and elaboration of the basic theory of project risk management with the PPP project for the construction of beautiful villages in X district of a city in Jiangxi Province as the research object.Based on the analysis and research of the basic theory of PPP project and the whole life cycle theory,the method of checklist was used to identify the risk factors at each stage of the PPP project’s life cycle,including project identification,preparation,procurement,implementation and handover,and the identified risk factors at each stage were evaluated by expert method,so as to assess the impact of each risk factor on the project.On the basis of risk identification and assessment,the basic principles for project risk sharing are established and the risks of the whole life cycle of the project are reasonably allocated between the government and social capital by the summary of existing research results and case studies of existing PPP projects.The risk sharing mechanism model is built for both parties to share risks.According to the project risk management theory,risk management strategies such as risk avoidance,risk transfer and risk retention are proposed for various risks.Based on the risk element sharing mechanism built in the whole life cycle of the PPP project,the risk response strategies are proposed through organizational measures,financial measures,technical measures,contractual measures and other measures for the government and social capital parties to bear the risks respectively and jointly.The main conclusions are as follows: There are many risk factors of PPP project,which are random,predictable,gradual and phased;There are a large number of risk factors in each stage of the whole life cycle of PPP projects,and risk management needs to be strengthened throughout the life cycle;The checklist method is an effective method for risk identification of PPP projects,and the key to risk identification of the checklist method is the experience of experts;Reasonable risk sharing is crucial to the success of PPP projects,and the establishment of the project risk sharing principle and the construction of the sharing mechanism can be based on the summary of existing research results and the case studies of previous PPP projects,by the relevant documents and policy guidelines;The reasonable allocation of risks shared by both parties is the key to reasonable risk sharing,and the reasonable allocation of risks shared by both parties can be achieved through the construction of a quantitative model;Paying attention to the pre-project research is one of the key factors of risk control,and strengthening the PPP project contract management is an effective means of risk control.
