Evaluation And Improvement Path Of High-quality Development Level Of New-type Urbanization

New-type urbanization is a major development strategy for China’s socialist modernization construction after entering a new era.It is the fundamental content and important path of China’s modernization construction.In the context of a new era with high quality as the guide,it is necessary to conduct in-depth research and analysis on the level of high-quality development of new-type urbanization in Hubei Province and its influencing factors.This paper reviews the relevant literature on new-type urbanization construction at home and abroad,defines the concept of high-quality development of new-type urbanization,takes six new-type urbanization development theories as the foundation,based on analyzing the current situation of new-type urbanization development in Hubei Province,selects 17 evaluation indicators from four major development dimensions:economic urbanization,population urbanization,social urbanization and ecological urbanization,constructs an evaluation index system for high-quality development of new-type urbanization in Hubei Province,selects 13 cities(prefectures)in Hubei Province from 2010 to 2020 as research objects,uses entropy method to measure the level of new-type urbanization development in various places in Hubei Province,analyzes the spatio-temporal development situation of new-type urbanization in various places in Hubei Province,and uses obstacle factor model to find out the key factors restricting high-quality development of new-type urbanization in Hubei Province.On this basis,targeted countermeasures and suggestions are put forward with a view to providing useful thinking for high-quality development of new-type urbanization in Hubei Province.The main findings of this paper are:(1)The overall score and four-dimensional scores of high-quality development level of new-type urbanization in Hubei Province showed an upward trend from 2011 to 2020,but the overall score decreased slightly in2020 compared with the previous year.(2)Except for Wuhan’s four-dimensional ranking of new-type urbanization construction ranked first in the province,other cities’ total scores and economic urbanization,population urbanization,social urbanization and ecological urbanization four-dimensional rankings showed different degrees of difference.These cities have certain shortcomings in their new-type urbanization construction.(3)The level of new-type urbanization development in Hubei Province has been improving year by year.From 2011 to 2020,more and more cities have reached a high-quality stage for their new-type urbanisation construction.(4)There is a certain degree of spatial agglomeration for the development level of new type urbanisation in Hubei province,which generally shows that the central part is better developed,while the eastern part is slightly weak.(5)The key obstacles for the construction of new type urbanisation in Hubei province are mainly concentrated on social urbanisation,especially cultural security,medical security,per capita scientific expenditure,and per capita education expenditure;while economic urbanisation and population urbanisation have relatively small obstacles,among which per capita disposable income has been greatly improved;ecological urbanisation plays the biggest supporting role for the development of new type urbanisation.Based on the above conclusions,this paper puts forward the following suggestions:(1)According to the shortcomings and development status of different cities,more specific and operable policy measures should be formulated according to local conditions.(2)Accelerate the industrial structure upgrading of Hubei Province,strengthen the introduction and cultivation of new industries,improve the industrial technology level and added value,and enhance the competitiveness of urban economy.(3)Adapt to the development requirements of the new era,promote the ecological civilization development of Hubei Province,and strengthen the ecological environment protection construction.(4)Hubei Province and various cities need to strengthen the analysis and research on the development conditions of their regions,and formulate scientific and reasonable planning schemes that conform to the local characteristics and needs.(5)In the construction of new urbanization,government departments at all levels should strengthen coordination and supervision to ensure the implementation and effect of policy measures.
