Research On Rural "Three Capital" Management Under The Background Of Rural Revitalization Strategy

In the deployment and implementation of the Rural Revitalization Strategy,the 19 th National Congress of the Communist Party of China emphasized the importance of rural development and elaborated in detail how the Rural Revitalization Strategy will promote rural development.Especially in the process of consolidating the achievements of poverty alleviation and rural revitalization,the task of poverty alleviation has been successfully completed,and Rural Revitalization has become the main theme of current rural development,The revitalization is inseparable from the orderly,reasonable and open economic development environment and development factors such as capital and talents in rural areas.In order to promote the burst of various factors in rural areas and release the economic vitality of rural areas,the effective management of "three capital" is essential.However,with the inclination of financial funds and a series of preferential policies for agriculture,the economic development of rural areas has further accelerated,and many problems have emerged in the management of rural "three capital".How to effectively solve and promote the development of rural areas is the focus of the current rural revitalization work.This paper selects the central rural H Village with relatively backward economic development as the research object,analyzes the problems existing in its "three capital" management,seeks the causes of the problems and puts forward the countermeasures.Firstly,this paper summarizes the relevant literature of "three capital" management;Secondly,it analyzes the institutional background and theoretical basis of China’s "three capital" management,and uses the method of case analysis to seek the reasons for the problems of "three capital" management from the aspects of system,talent and supervision;After that,select the excellent "three capital" management cases in other areas in order to provide suggestions for the improvement of management in H Village;Finally,combined with the problems and reasons in the case area,this paper puts forward countermeasures and suggestions to strengthen the management of rural "three capital" in China from the aspects of perfecting the system,introducing talents,giving full play to internal and external supervision,improving ideological attention and developing collective economy.By analyzing the typical case of "three capital" management in village h in economically underdeveloped areas,this paper focuses on the problems and causes of rural "three capital" management in China,and puts forward some countermeasures and suggestions,aiming to see the big from the small and provide ideas for the "three capital" management in underdeveloped rural areas,It is hoped that this study can fully activate various elements in rural areas and provide power for Rural Revitalization with the flow of various elements.
