Currently,the problem of "agriculture,rural areas and farmers is still the key obstacle to China’s economic development and social stability.The report to the19 th CPC National Congress put forward the rural revitalization strategy,and Made it clear," We will deepen reform of the rural collective property rights system,and strengthen the rural collective economy.First and foremost,rural revitalization is the revitalization of rural industries,Village collective ownership enterprises are playing an important role in industrial revitalization,an important carrier of urbanization.2021,"The Central One" document once again put forward new requirements for the rural collective economy,focusing on building a modern rural industrial system,relying on the advantage resources with rural characteristics,building the whole industry chain of agriculture,leaving the main industrial chain in the county,letting the farmer share the industry value-added income more.Organizing and carrying out the action of "Prospering ten thousand villages with ten thousand enterprises",Enterprise assistance,village residence force,further boost the development and prosperity of the village,village collectively owned enterprises play an important role in enhancing the strength of rural collective economy.Therefore,establish a long-term mechanism for the development of rural collective economy,solve the problems encountered in the development of village collectively owned enterprises,and promote the economic development of village collectively owned enterprises,so as to achieve the rural collective economic development goal of "agricultural development,rural beauty,and farmers’ prosperity" earlier.This paper takes the collective owned enterprises of 26 villages in 15 villages of Qingyang street in Fushan District as the research object,Comprehensively using the methods of literature research,questionnaire survey,qualitative analysis and quantitative analysis,this paper explores the development and role of village collectively owned enterprises in Fushan District,Yantai,analyzes the influencing factors that restrict the development of village collectively owned enterprises,summarizes the problems existing in the development of village collectively owned enterprises,and puts forward targeted countermeasures and suggestions on the basis of empirical analysis,meanwhile,Summarize and refine representative experience,provide reference and reference for other regions to develop village collectively owned enterprises and expand the collective economy,promote the progress of agriculture towards modernization,and guide farmers to work towards common prosperity 。Based on this,firstly,based on the systematic review of the theoretical research status of village collectively owned enterprises,this paper constructs a theoretical analysis framework based on the synergy theory,human capital theory,transaction cost theory and so on.The role of collectively owned enterprises in the development process,points out the main problems in the development process,and makes an empirical analysis on the influencing factors of the development of collectively owned enterprises in Qingyang street village.Finally,in view of the problems existing in the collective owned enterprises in Qingyang Street Village,such as the cross employment of employees,low quality of personnel,unclear property rights,nonstandard financial basic management,large internal control loopholes,high pressure on capital turnover,difficult financing,insufficient internal motivation for their own development,lack of competitiveness and so on,from the aspects of appropriate separation of village enterprises,Strengthen organizational construction,standardize management,solve financing difficulties,improve product competitiveness,Put forward countermeasures and suggestions for the development of collective owned enterprises in Qingyang street village.
