| Since the 21 st century,many countries in the world have entered the aging society,the aging degree is more and more serious.As an important carrier of the institutional pension model,pension institutions play an important role in making up for the shortage of family pension,improving the quality of life of the elderly and relieving the pressure of pension.In July 2020,the CPC Central Committee proposed in the "14th Five-Year Plan" that "actively develop the silver economy,deepen the reform of public pension institutions,constantly improve the service capacity and level of public pension institutions,improve the public and private management mechanism,and strengthen the guarantee for the disabled and some disabled elderly people in extreme poverty",which pointed out the direction for the development of public pension institutions.In this thesis,by collating literature review on rural public pension institutions at home and abroad,combining with the professional knowledge learned and following the principle of combining theoretical research with practical investigation,this thesis studies the development of rural public pension institutions in Q County by using literature method,interview method and questionnaire survey,and considers how to promote the development of rural public pension institutions.In the process of field investigation,the author found that in recent years,Q County has vigorously supported the development of rural public pension institutions,carried out a series of special actions to improve service quality,and actively promoted the integrated development of medical care,health care and other measures.However,Q County rural public pension institutions still have some problems restricting its further development,the main problems are: the development of public pension institutions related to the policy is not perfect,institutional internal management system is not perfect,institutional facilities configuration level is low,pension service quality is not high.On this basis,this thesis summarizes the main causes of the problem: the government has not established the endowment service talent system,the lack of overall planning and design,supervision and management system is not perfect;The administrative management of pension institutions leads to weak development,limited financial resources and difficult recruitment of nursing staff.The lack of social attention and the single way of publicity.Based on the guidance of welfare pluralism theory,active aging theory and public goods theory,this thesis puts forward targeted development countermeasures,including: the government should play a leading role,establish and improve the supervision and management system,promote the reform of public and private enterprises,pay attention to the construction of talent team;The institutions themselves attach importance to improving the quality of service,improving the construction of service content,focusing on guaranteeing the medical rehabilitation needs of special groups,providing hospice care services,strengthening the construction of infrastructure and related supporting facilities;The society needs to broaden the publicity channels,create a social atmosphere of respecting and caring for the elderly,and develop volunteer teams.By giving full play to the role of the three parties to promote the better development of rural public pension institutions,so that the rural elderly can "enjoy the old age". |
